REQUEST FOR COUNCIL ACTION <br /> Date: May 23, 2022 <br /> Item No.:7.c <br />Department Approval City Manager Approval <br /> <br />Item Description: Consider Acceptance of the Roseville Area Schools Police Liaison Officer <br />Agreements for the 2022-2023 School Year. <br />1 B ACKGROUND <br />2 The Roseville Police Department is currently budgeted for one full-time school liaison officer(SLO) <br />3 with Roseville Area High School (RAHS) and have been asked to enter into an agreement with the <br />4 schools to dedicate a second full-time SLO to theDistrict 623 middle school and elementary schools. <br />5 The purpose of this agreement is to address the need for the presence of licensed peace officers to <br />6 provide specific services/roles to the Roseville Area School District and establish a mutually beneficial <br />7 framework that both schools and law enforcement can work to achieve shared goals. The partnership is <br />8 intended to facilitate effective, timely communication and coordination of efforts in order to promote a <br />9 safe and positive work and learning environment.Additionally, it clarifies the roles and expectations <br />10 and formalizes relationships between the participating entities to foster an efficient and cohesive <br />11 program that will build a positive relationship between officer, school administrators, school staff, <br />12 students and families. The assignment of a SLO to the elementary/middle school will provide support <br />13 and consistency as the students and families eventually transition to RAHS. <br />14 <br />15 During summer months, when school is not in session, both SLOs will betemporarily assigned to the <br />16 patrol or investigations unit. <br />17 P OLICY O BJECTIVE <br />18 Roseville Police Department SLOsassume the following duties: <br />19 Lead and create opportunities to build and promote positive relationships amongst law enforcement <br />20 and school communities <br />21 Provide follow-up to non-school related incidents with Roseville Area School students and families <br />22 in order to provide support and resources <br />23 Create proactive relationships through educational classroom visits, guest speaking and family <br />24 engagement activities, thus opening communication and building trust among students, families and <br />25 staff. <br />26 Follow up on referrals made by the police department and administrative staff <br />27 Counsel and advise students on legal offenses or other related matters as requested <br />28 Serve as members of the administrative team and student support team <br />29 Visit with and get acquainted with students during lunch periods, recess, between classes, at school <br />30 activities and fields trips whenever possible <br />Page 1 of 3 <br /> <br />
