REQUEST FOR COUNCIL ACTION Date: May 23, 2022 Item No.:7.c Department Approval City Manager Approval Item Description: Consider Acceptance of the Roseville Area Schools Police Liaison Officer Agreements for the 2022-2023 School Year. 1 B ACKGROUND 2 The Roseville Police Department is currently budgeted for one full-time school liaison officer(SLO) 3 with Roseville Area High School (RAHS) and have been asked to enter into an agreement with the 4 schools to dedicate a second full-time SLO to theDistrict 623 middle school and elementary schools. 5 The purpose of this agreement is to address the need for the presence of licensed peace officers to 6 provide specific services/roles to the Roseville Area School District and establish a mutually beneficial 7 framework that both schools and law enforcement can work to achieve shared goals. The partnership is 8 intended to facilitate effective, timely communication and coordination of efforts in order to promote a 9 safe and positive work and learning environment.Additionally, it clarifies the roles and expectations 10 and formalizes relationships between the participating entities to foster an efficient and cohesive 11 program that will build a positive relationship between officer, school administrators, school staff, 12 students and families. The assignment of a SLO to the elementary/middle school will provide support 13 and consistency as the students and families eventually transition to RAHS. 14 15 During summer months, when school is not in session, both SLOs will betemporarily assigned to the 16 patrol or investigations unit. 17 P OLICY O BJECTIVE 18 Roseville Police Department SLOsassume the following duties: 19 Lead and create opportunities to build and promote positive relationships amongst law enforcement 20 and school communities 21 Provide follow-up to non-school related incidents with Roseville Area School students and families 22 in order to provide support and resources 23 Create proactive relationships through educational classroom visits, guest speaking and family 24 engagement activities, thus opening communication and building trust among students, families and 25 staff. 26 Follow up on referrals made by the police department and administrative staff 27 Counsel and advise students on legal offenses or other related matters as requested 28 Serve as members of the administrative team and student support team 29 Visit with and get acquainted with students during lunch periods, recess, between classes, at school 30 activities and fields trips whenever possible Page 1 of 3
