31 Intervene with administrative and support staff, in cases of criminal law violation and may conduct <br />32 follow-up investigation of incidents <br />33 Work cooperatively with school staff to initiate prevention programs in the area of juvenile crime <br />34 Educate and advise parents regarding student behavior that could lead or has led to law infractions or <br />35 other matters, as requested <br />36 Assistthe school administration in setting up procedures that would contribute to the safety and <br />37 security of the building and grounds <br />38 Make presentations on relevant topics to students as requested by teachers or administrators; help <br />39 arrange field trips and speakers in his or her area of expertise <br />40 Build and maintain rapport among youth, parents, school personnel and law enforcement officers, and <br />41 serveas part of a team effort to provide rolemodels <br />42 Assist, as assigned, with petitions to juvenile court and works with social and welfare agencies, <br />43 probation personnel, and make referrals for family counseling, for chemical health evaluation, and for <br />44 other student needs <br />45 Assist, as assigned, in reporting child abuse/neglect cases and in handling Children in Need of <br />46 Protection or Services (CHIPS) cases <br />47 Perform other duties as assigned by the school principal <br />48 During the summer months, perform duties as assigned by the lieutenant in charge of police patrolor <br />49 investigations <br />50 <br />51 School liaison officers are expected to be on duty 172 student days and additional staff days as <br />52 determined by the Roseville Area SchoolDistrict superintendent or his/her designee. The Roseville <br />53 Police Department has been provided two Roseville Area Schools Police Liaison Officer Agreements <br />54 for the 2022-2023 school year, one dedicated to Roseville middle and elementary schools (Attachment <br />55 A) and the other to RAHS (Attachment B). <br />56 <br />57 The attached agreements have been reviewed and approved by the City Attorney. <br />58 F INANCIAL I MPACTS <br />59 School District 623 agrees to assume 67 percent of the total costs associated with the payment of salary, <br />60 benefits and cell phone charges for the district-wide RAS Police Liaison Officer, not to exceed <br />61 $85,522.04 (outlined in Attachment A). The police department will utilize existing salary/budget <br />62 savings to cover anyremaining 2022 costs. <br />63 <br />64 Additionally, School District 623 agrees to assume 67 percent of the total costs associated with the <br />65 payment of salary, benefits and cell phone charges for the RAHS Police Liaison Officer, not to exceed <br />66 $85,522.04 (outlined in Attachment B). The City portion of costs for the RAHS Police Liaison Officer <br />67 are included in the 2022 city budget. <br />68 <br />69 The School District shall provide office space for both SLOs and contribute utilities as well as <br />70 maintenance costs at no cost to the City. <br />71 S TAFF R ECOMMENDATION <br />72 Staff recommends Council approval to accept both 2022-2023Roseville Area School Police Liaison <br />73 Officer Agreements as set forth by School District 623 and authorize the signing of the agreements by <br />74 the mayor and city manager. <br />Page 2 of 3 <br /> <br />
