REQUEST FOR COUNCIL ACTION <br /> Date: June 6, 2022 <br /> Item No.: 7.e <br />Department Approval City Manager Approval <br /> <br />Item Description:Discuss use of American Rescue Plan Act(ARPA) funds for Non-Profit Support <br />and Group Home Assistance <br />1 B ACKGROUND <br />2 On April 18, 2022, the City Council discussed possible useof ARPA funds to financially support non- <br />3 profits impacted by the COVID pandemic and to provide assistance to group homes located in Roseville. <br />4 Minutes of that meeting are included as Attachment A. <br />5 <br />6 Non-Profit Support <br />7 At the April 18 City Council meeting, Councilmembers were interested in pursuing the creation of a <br />8 program that would use ARPA funds to assist non-profits serving the Roseville community. The <br />9 discussion identified allocating $50,000 of ARPA funds that would be allocated to non-profits in grants <br />10 of up to $10,000 each. <br />11 <br />12 As part of the April 18 discussion, staff identified some basic requirements necessary for a non-profit to <br />13 receive a grant from the City. They were: <br />14 <br />15 1) The organization must be a registered non-profit in the state of Minnesota <br />16 2) The organization must serve residents of Roseville (based on some measurement of the number <br />17 of Roseville residents the non-profit serves) <br />18 3) The organization provides a community-based service, event, or program that benefits the greater <br />19 good of the community and not just the members of that organization <br />20 4)The organization, program, project, or event does not advocate a political or religious affiliation <br />21 5) The organization experienced negative financial impacts of the pandemic that can be <br />22 demonstrated with documentation detailing the negative financial impact OR the organization <br />23 provides direct services, education, or advocacy to residents of Roseville in response to the <br />24 pandemic <br />25 6) Eligible uses of the funds include payroll and benefit costs, utilities, rent/mortgage payments, <br />26 insurance, and other operating costs. Eligible uses also include providing programs and direct <br />27 service to community members impacted by the pandemic. <br />28 <br />29 Based on the City Council discussion, staff suggests the following revisions to the requirements for a <br />30 non-profit organization to receive ARPA funds: <br />31 <br />32 1) The organization must be a registered non-profit in the state of Minnesota and a 501(c)(3) <br />33 Charitable Organization as defined by the Internal Revenue Service <br />34 2) The organization cannot have an annual budget that is greater than $10 million <br />Page 1 of 5 <br /> <br />
