35 3) The organization must provide direct services to Roseville community members. As part of the <br />36 application submittal, the organization will be required to provide information on the amount and <br />37 type of services provided to community members. <br />38 4)The organization provides a community-based service, event, or program that benefits the greater <br />39 good of the community and not just the members of that organization <br />40 5) The organization, program, project, or event does not advocate a political or religious affiliation <br />41 or belief <br />42 6)The organization experienced negative financial impacts from the pandemic that can be <br />43 demonstrated with documentation detailing the negative financial impact OR the organization <br />44 provides direct services, education, or advocacy to residents of Roseville in response to the <br />45 pandemic <br />46 7) Eligible uses also include providing programs and direct service to community members impacted <br />47 by the pandemic. Eligible uses of the funds include payroll and benefit costs, utilities, <br />48 rent/mortgage payments, insurance, and other operating costs that directly support services to <br />49 community members <br />50 8) Organizations that are affiliated with and provide funds directly to the City shall not be eligible <br />51 to receive funds under this program <br />52 <br />53 A redlined version of the eligibility requirements is included as Attachment B. Staff will review the <br />54 proposed changes to the eligibility criteria with the City Council at the meeting. Staff has created a draft <br />55 application form (Attachment C) that will be used to gather more information and asks the Council to <br />56 review it to make sure it is requesting the information needed to make a grant award decision. <br />57 <br />58 The next steps after completing discussion on the grant eligibility criteria and the application form is to <br />59 set a timeframe for the period when applications will be accepted and when the grants will be awarded <br />60 by the City Council. While a specific timeline cannot be determined prior to the City Council discussion, <br />61 if the information provided in this RCA is acceptable, staff could move forward with the following <br />62 tentative timeline: <br />63 <br />64 June 6, 2022 – City Council approves ARPA Non-Profit Assistance Grant Program <br />65 June 20, 2022 – City releases information about grant program and opens up application period <br />66 July 18, 2022 – Application period closes <br />67 July 25, 2022 – City Council awards grants <br />68 <br />69 Group Home Assistance <br />70 As previously mentioned, the City Council received information and discussed the challenges that group <br />71 homes are facing because of the pandemic and a shortage of staffing. The City Council directed staff to <br />72 reach out to some of the group home operators in Roseville to learn what issues they are facing and if <br />73 financial assistance is needed for them to continue operating. <br />74 <br />75 Staff reached out to six group home operators that run a total of 16 group homes. (As a reminder, there <br />76 are 39 group homes operating in Roseville). The operators contacted were: <br />77 <br />78 Lutheran Social Services (2 group homes) <br />79 PKT Enterprises (2 group homes) <br />80 Phoenix (1 group home) <br />81 Wingspan (3 group homes) <br />82 Dungarvin (5 group homes) <br />83 Northeast Residences Inc.
