The City heard back from 3 operators; Lutheran Social Services, Phoenix, and Northeast Residences.
Below are their responses:

Phoenix (1 group home)
April 29, 2022

Thank you for reaching out. We are experiencing the same challenges as ACR Homes and if there is
any chance that funding assistance is available it is very much needed.

The workforce crisis and navigating COVID-19 leaves has caused a substantial hardship on our
organization, it also threatens our ability to survive. We have also closed a home in Washington
County. Individuals that rely on our services and providers need help!

Please keep me in the loop.

Darlene Scott
President/CEO

Northeast Residences (3 group homes)
May 16, 2022

NER has 3 homes within the city of Roseville so we support 12 individuals there. Just like ACR, we
have been dealing with a massive shortage of workers. We have not closed any homes like ACR
needed to do but we have been faced with the question many times of if we should consider that. Most
of our homes a budgeted to have 2 staff on during peak hours (which we typically say is like 4p-10p on
week nights and then again for a big chunk of time on weekends) right now we are piecing things
together well enough to have 1 staff on. Naturally this means, individuals don’t go out to do
community based activities like going for walks, movies, meals out, grocery shopping, etc. I would say
we are seeing much more mental illness because of this too, it just affects everyone.

I am not sure what the city can do to help to be honest. I think one of our biggest hurdles now is that
we are hiring when everyone else is hiring and our wages are similar to other entry level positions but
really this work is not comparable to working at McDonald’s, let’ssay. It really takes special people
to do this work and when our wages are stuck where they are, people will go work somewhere like
Target or McDonalds instead of working for us.

I am happy to set up a time to talk more about this or answer any questions you may have.

Pam Janczewski
Director of Residential Services

Lutheran Social Services (2 group homes)
May 17, 2022

Thank you for reaching out to Lutheran Social Service of Minnesota to learn how our organization is
affected by staffing challenges in Disability Services.

LSS is a nonprofit provider of essential services across all 87 counties with more than 2,500 employees
Page 3 of 5
