35 noted in Attachment C, some cities have no food sales requirements while others have similar <br />36 food sales requirements as Roseville. <br />37 <br />38 2.Consider creatinga second tier of on-sale intoxicating liquor licenses for restaurants that have <br />39 an indoor recreation component. The City Council could consider creating a tiered-license system <br />40 for issuing on-sale intoxicating liquor licenses. As an example, the City could create a two-tier <br />41 system of licenses. Tier 1 would retain the current requirements for the issuance of an on-sale <br />42 intoxicating liquor license, namely the 100 seat minimum and 50% food sale requirements. A Tier <br />43 2 on-sale intoxicating liquor license would be issued to places that serve food and also have an <br />44 indoor recreational activity (which would need to be defined). Given that the focus of the business <br />45 is centered on an indoor recreational use, a different standard regarding the seating and food <br />46 requirements could be considered (e.g. 50 seats, 75% of revenues of food and indoor recreational <br />47 sales). As noted, under this approach, the indoor recreational use would need to be defined on <br />48 what are acceptable uses (e.g. indoor golf simulator) are and what are not (e.g. live entertainment). <br />49 <br />50 3. Make no changes to the current requirements regarding the issuance of an on-sale intoxicating <br />51 liquor license. Of course, the City Council could decide to not make any changes to the current <br />52 regulations. Staff would note that at least in regards to seating requirements, Roseville is different <br />53 than other communities. As a result, Roseville may be missing out on have some businesses <br />54 locating in the community, especially small businesses and non-chain restaurants. <br />55 <br />56 In addition to the requirements for issuing on-sale intoxicating liquor license, the City Council may want <br />57 to consider changes to other parts of Chapter 302.
