33 Devoting staff time or volunteer time to connect residents with free help to discharge <br />34 discriminatory covenants <br />35 Discharge covenants on City-owned property <br />36 Engage in community conversations on race and housing <br />37 Identifying anti-racist actions Roseville and the community at-large can take to address <br />38 housing barriers <br />39 Engage the City’s Human Rights Commission and City Council <br />40 Join other Just Deeds cities to create new equity tools tailored to city government <br />41 <br />42 The Community Development Department is prepared to provide staff time to connect with residents <br />43 who wish to discharge discriminatory covenants. Based on the city’s ongoing work surrounding <br />44 Racial Equity and Inclusion, Roseville would be eligible to join Just Deeds. City staff has held <br />45 multiple meetings with Just Deeds to ask questions of the program and ensure Roseville’s ongoing <br />46 work qualifies the city to join. Joining Just Deeds will require the City Council to adopt a resolution <br />47(see Attachment A). It would alsobe the intention of Community Development staff to coordinate <br />48 the discharge of discriminatory covenants on city-owned property. Three city-owned properties have <br />49 been identified as having discriminatory covenants, including: Langton Lake Park, Ladyslipper Park, <br />50 and a parcel off Shryer and Alameda that contains a water booster station. If the Council takes action, <br />51 City staff is prepared to make website content active immediately, whereby residents can learn more <br />52 about this issue and can contact city staff if they wish to begin the process to discharge a discriminatory <br />53 covenant. To be clear, the actual action is to record a new covenant that acknowledges the illegality <br />54 of the former covenant, rather than removal of the former covenant from the property title. <br />55 This issue was presented to the Human Rights, Inclusion and Engagement Commission on May 19, <br />56 2021 and their recommendation was to join Just Deeds. <br />57 P OLICY O BJECTIVE <br />58 The city’s approved Strategic Racial Equity Action Plan (SREAP) and the city’s Racial Equity <br />59 Narrative acknowledges actions of government at federal, state, and local levels have created racial <br />60 disparities that continue to harm our community.
