REQUEST FOR COUNCIL ACTION <br />Date: July 25, 2022 <br />Item No.: 10.c <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Contract for the Upper Villa Sedimentation <br />PondImprovementsProject <br />1 B ACKGROUND <br />2 In the winter of 2022-23, the City will make improvements to Sediment Pond (the northern-most <br />3 pond) in Upper Villa Park. This pond was constructed in 1985 as a flood reduction and water quality <br />4 project for Lake McCarrons. The pond captures stormwater from approximately 1,023 acres, and <br />5 allows sediment to drop out before the water outlets and flows through a series of wetlands towards <br />6 Lake McCarrons. The Capitol Region Watershed District (CRWD) also uses Sediment Pond for <br />7 monitoring purposes to collect water quality and flow data. <br />8 The proposed improvements will include replacing the outlet on the southeast side of the pond near <br />9 the walking bridge, tree management, and dredging the pond of accumulated sediment. Currently, <br />10 there is approximately 1,600 cubic-yards (~160 dump truck loads) of sediment that needs to be <br />11 removed from the northwest end of the pond where the stormwater enters. <br />12 This normal maintenance work to the pond will help protect the water quality of the downstream <br />13 wetlands and Lake McCarrons. <br />14 P OLICY O BJECTIVE <br />15 The pond maintenance project provides maintenance of the City’s storm sewer system as identified in the <br />16 Capital Improvement Plan (CIP). Based on past practice, the City Council has awarded the contract to <br />17 the lowest responsible bidder. Nine qualified bids were received for the project. Upon review of the <br />18 bids received, Kevitt Excavating, LLC dba Kevitt Companies is the lowest responsible bidder.
