In my work for Mental Health <br />Resources as a housing specialist I wrote HUD grants to secure Supportive Housing funds. The hoops I had to go <br />through, certifications of compliance, etc. insured that our application addressed a myriad of issues. In the last couple of <br />months here in Roseville it seems like a developer has to do little more than understand the zoning code if he owns the <br />site. Did any of my bullet points ring an alarm bell that something is amiss? <br /> Land-Use Review Process <br />One land ȃ use application Î Platting Î requires two decision actions by the City Council Î one to approve a Preliminary Plat <br />and one to approve a Final Plat. The process for the Preliminary Plat is the same as other Land ȃ Use applications, <br />however, during this approval process, the Council is asked to render a decision on a concept or preliminary <br />design. During this process the Council may place certain conditions on the Preliminary Plat application. I did not <br />have the sense last night, until you voted to table, that you were considering the concept or <br />preliminary design. The Planning Department recommended approval and 3' of citizen commentary <br />was perfunctory. There was to be no conversation or back & forth re. Mr. Brama's concept. <br /> <br />How can the city not consider the wider environmental concerns of housing development? PLEASE HELP ME <br />UNDERSTAND.
