REQUEST FOR COUNCIL ACTION <br />Date: October17, 2022 <br />Item No.:7.b <br />Department ApprovalCity Manager Approval <br />Item Description:Discuss draft Tenant Notification ordinance <br />1 B ACKGROUND <br />2 City staff, under the direction of the Roseville Economic Development Authority (REDA) and City <br />3 Council, have been working on drafting a Tenant Notification Ordinance since the fourth quarter of <br />4 2021. The legislative history for the proposed Tenant Notification ordinance is as follows: <br />5 September 20, 2021: The REDA held a meeting and discussed information related to Just <br />6 Cause, Inclusionary Housing, and Tenant Notification ordinances. Staff was provided <br />7 direction to pursue a Tenant Notification ordinance in 2022. <br />8 May 16, 2022: The REDAheld a meeting and received information regarding a process that <br />9 was to be followed in order to engage with the public in advance of formal ordinance <br />10 consideration. The process was defined based on completion of the City’s Racial Equity <br />11 Toolkit. This discussion also noted that future ordinance considerationwould occur at the City <br />12 Council. Since that meeting, City staff drafted and executed anengagement plan. <br />13 From mid-August through September,City staff implemented aTenant Notification Engagement Plan <br />14(Attachment A)that was drafted following the May 16, 2022 EDA meeting/discussion. A total of <br />15 eight events were held to inform various stakeholders of the proposed Tenant Notification ordinance <br />16 and to obtain feedback. Results of the engagement efforts are provided in the Tenant Notification <br />17 Engagement Summary (Attachment B). Additionally, two emails were received (Attachment D). In <br />18 total, the effortsresulted in 104 contacts with stakeholders. While this number doesnot reflect the <br />19 goal of engaging with 5% of the rental population in Roseville, or 250 persons, the 104 engagements <br />20 that did occur resultedin meaningful conversations with Roseville renters. It’s also important to note <br />21 the Tenant Notification EngagementPlan included notifying every rental unit in the City that the <br />22 proposed ordinance was in-process, which resulted in mailing over 4,500 postcards. This greatly <br />23 exceeds the goal of engaging 250 persons, at least on the “inform”levelof the IAP2 spectrum. Website <br />24 and social media engagement occurred, as well as the distribution of 200 door hangers throughouttwo <br />25 majorapartment complexes (McCarrons View andPalisades) in the City prior to the last engagement <br />26 event. <br />27 In terms of ordinance feedback, the followingcomments werereceived: <br />28 General appreciation from renters of the additional tenant protections the proposed ordinance <br />29 would offer. <br />30 Requestby ownersto remove the Notice to the City of Proposed Salerequirement (Section <br />31 910.03). <br />Page 1of 3 <br /> <br />
