REQUEST FOR COUNCIL ACTION <br />Date: October 24, 2022 <br />Item No.: 10.d <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Contract Amendment for Water Tower Maintenance Services for <br />Fairview Avenue Water Tower <br />1 B ACKGROUND <br />2 On February 24, 2014, the City Council approved the Water Tower Maintenance Service Contract <br />3(Attachment B) with SEH Design|Build. The original contract included rehabilitation of the existing <br />4 coating system on the interior and exterior of the tower. The agreement also covered inspections and <br />5 maintenance through 2018, but some work was delayed since the tower needed to remain in <br />6 operation. It was further delayed a few more years due to the pandemic, but SEH Design|Build has <br />7 agreed to extend the existing contract to fulfill the original contract requirementsand provide <br />8 additional future inspections and repairs. <br />9 The contract amendment extends the existing maintenance and rehabilitation contract out to <br />10 2027. The first year of the contract amendment, 2023,includes a new coating system on the <br />11 dry interiorof the tower. Additionally,an engineering analysisof the coating system and <br />12 overall inspection of the tank will be performed. General maintenance of the tank, including <br />13 pressure washing and minor repairs, will also be done at this time. The engineering and <br />14 maintenance done in 2023 are included in the original water contract. For years 2024-2026, <br />15 a visual inspection of the tower will take place. The last year of the contract in 2027 includes <br />16 another overall inspection and analysis of the coating system as well as general maintenance <br />17 of the tank, including pressure washing and minor repairs. <br />18 Overall this contract should help extend the life of the water tower through at least 2030 <br />19 before more major repairs are neededto the coating system of the water tower. <br />20 P OLICY O BJECTIVE <br />21 The City operates and maintains a water system to provide a continuous supply of safe drinking <br />22 water to its residents. This requires significant capital investments in the system to ensure <br />23 continuous operation while maximizing the life of the assets. <br />24 F INANCIAL I MPACTS <br />25 The total project cost for this amendment is $462,400.00. The updated water fund capital <br />26 improvement plan includesa budget for the funds needed each year.
