Speaker box sounds from the drive-through lane shall not be loud enough to constitute a <br />127 nuisance on an abutting residentially zoned property or property in residential use. <br />128 notwithstanding this requirement, such speaker boxes shall not be located less than 100 feet <br />129 from an existing residentially zoned property or property in residential use. The nearest <br />130 residential use to the subject site lies over a half mile (2,600 feet) away and is the Isaac <br />131 apartment complex on Fairview Avenue or the single-family homes north of Rose Place on <br />132 the east side of Fairview Avenue. Additionally, the area around the development site <br />133 includes significant vehicular background noise generated from Cleveland Avenue and <br />134 Interstate 35W. Sound from the speaker box is not expected to be audible at any residentially <br />135 used property, or the hotels that lie to the north; approximately 880 feet (Home2 Suites) and <br />136 1,000 feet (Hampton Inn). <br />137 e.Drive-through canopies and other structures, where present, shall be constructed from the <br />138 same materials as the primary building and with a similar level of architectural quality and <br />139 detailing. The proposed drive-through does not provide a separate vehicle canopy, however <br />140 it does include canopy features overhanging portions of the building and the drive-through at <br />141 the pick-up window. These overhangs are integrated into the design of the building to <br />142 address vertical and horizontal articulation. <br />143 f. A 10-foot buffer area with screen planting and/or an opaque wall or fence between 6 and 8 <br />144 feet in height shall be required between the drive-through lane and any property line <br />145 adjoining a public street or residentially zoned property or property in residential use and <br />146 approved by the Community Development Department (Ord. 1443, 6-17-2013).The <br />147 applicant has proposed a screen fence and landscaping between the drive-through lane and <br />148 the public sidewalk adjacent to County Road C. The City Council has determined the screen <br />149 fencing shall be reduced to 6 feet in height and does not need to be as long as proposed. The <br />150 applicant shall work with the Planning Division on an acceptable final design with <br />151 augmented landscaping. <br />152 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council to APPROVE <br />153 the requested Conditional Use for a fast-food restaurant with a drive-through for Starbucks at <br />154 2020 Twin Lakes Parkway, based on the submitted site and development plans, subject to the <br />155 following conditions: <br />156 a. The site, building, landscaping, and drive-through lane shall be constructed substantially <br />157 consistent with the plans submitted September 2, 2022, and provided as a component of the <br />158 report packet, unless otherwise revised to comply with Zoning Code standards. <br />159 b.
