REQUEST FOR CITY COUNCIL ACTION <br />Agenda Date: October 24, 2022 <br />Agenda Item: 10.c <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution approving a Conditional Use to allow a Fast-Food <br />Restaurant with Drive-Through at 2020 Twin Lakes Parkway(PF22-009) <br />1 B ACKGROUND <br />2 Launch Properties has been working with Starbucks Coffee Company on a proposal for a new <br />3 coffee shop with drive-through at 2020 Twin Lakes Parkway. A coffee shop or café is defined as <br />4 a fast food restaurant under the Roseville Zoning Code and in the MU-2B zoning district, fast- <br />5 food restaurants and drive-throughs require an approved conditional use that complies with the <br />6 requirements found in §1009.02.C and §1009.02.D.12. <br />7 P LANNING C OMMISSION A CTION <br />8 On October 5, 2022, the Roseville Planning Commission held the duly noticed public hearing on <br />9 the request by Launch Properties, on behalf of Starbucks Coffee, for a Conditional Use allowing <br />10 a fast-food restaurant with drive-through at 2020 Twin Lakes Parkway (Attachment A). <br />11 At the hearing, no individuals were present to address the Commission either in person or <br />12 virtually, other than the applicant’s representative. Planning Commissioner Pribyl noted the <br />13 proposed 8 foot tall screen fence is possibly excessive, with something shorter probably <br />14 adequate, and Commissioner McGehee thanked the applicant for the robust landscape plan. The <br />15 City Planner noted the screen fence only needs to be 6 feet in height and its final design and <br />16 location will be finalized with the Planning Division prior to release of a building permit <br />17 (Attachment B). <br />18 The Planning Commission voted 6-0 (Commissioner Schaffhausen was absent) to recommend <br />19 the following to the City Council: Approval of the Starbucks fast-food restaurant with drive- <br />20 through as C ONDITIONAL USE for 2020 Twin Lakes Parkway, based on the submitted site and <br />21 development plans, subject to the following conditionsas recommended by staff: <br />22 a. The site, building, landscaping, and drive-through lane shall be constructed substantially <br />23 consistent with the plans submitted September 2, 2022, and provided as a component of the <br />24 report packet, unless otherwise revised to comply with Zoning Code standards. <br />25 b. The final screen fence design and location details will be finalized and approved with the <br />26 City Planner. <br />27 S UGGESTED C ITY C OUNCIL A CTION <br />28 Adopt a Resolution (Attachment C) approving a fast-food restaurant with drive-through as <br />29 C ONDITIONAL USE for 2020 Twin Lakes Parkway, based on the submitted site and development <br />30 plans, subject to the following conditions: <br />31 a.
