Regular City Council Meeting <br />Monday, October 24, 2022 <br />Page 9 <br />358 <br />359 Councilmember Groff noticed the background check was a little more thorough in <br />360 the Golden Valley ordinance. <br />361 <br />362 Mr. Trudgeon reviewed the fee numbers provided by the Deputy Clerk who was <br />363 watching from home. <br />364 <br />365 Public Comment <br />366 <br />367 Mayor Roe offered an opportunity for public comment. <br />368 <br />369 Mr. Ben Lipkinand Brock Friesen, NorthStarHemp <br />370 Mr. Lipkin, Co-founder of NorthStar Hemp, reviewed the history of his business <br />371 with the City Council. He indicated to date his business only works with health <br />372 professionals, chiropractors, physical therapists, massage, acupuncture, and numer- <br />373 ous health sciences. He noted his business just entered terms with Rochester Mayo <br />374 Oncology Cancer Research and Treatment Center to help educate the community <br />375 and get the message across that there are more therapeutic options than opiates and <br />376 pain pills. He explained he was at the meeting to erase any stigma or unknown in <br />377 education that the Council may have. <br />378 <br />379 Mr. Friesen, head of sales and education, explained the biggest thing is to educate <br />380 people to understand what THC is. Everyone keeps comparing this to tobacco and <br />381 liquor, and while there are some similarities, there are a lot of things that make it <br />382 different as well. He commented on playing safe and making sure it is safe for the <br />383 community and understanding the education that goes behind it so they know what <br />384 it is and how to use it and use it properly. He also commented on regulating the <br />385 packaging beingused, child proofing with no cartoon characters, or being see <br />386 through and knowing it is coming from a reliable company. Also, working with the <br />387 health and wellness community a $10,000 fee is a lot of money for them and they <br />388 will not be making nearly that much profit, especially on this product alone, if that <br />389 is what it is. They want to protect those businesses as well because this has been <br />390 helping people with certain pain elements to get through the day and not paying an <br />391 arm and a leg for out of pocket. <br />392 <br />393 Mayor Roe asked if samples were prohibited, would there be an impediment in the <br />394 health and wellness side of things, being able to work with these products, or are <br />395 these businesses providing the products for people to take home and use in their <br />396 daily lives, noting consumption on the premises or free samples are big issues. <br />397 <br />398 Mr. Lipkin explained with regard to CBD topicals, a lot of those products are used <br />399 in practice. With regard to THC products, they were not honestly going to. Carpe <br />400 Diem CBD is their holistic CBD brand and You Betcha Cannabis Company is their <br />401 legal THC products. On-premise usage of THC is not suggested because obviously <br />402 the person has to get home as well and the person is using it for that therapeutical <br /> <br />
