36 color (BIPOC) which resulted in significant barriers for members of BIPOC communities to <br />37 succeed. As an organization, the City of Roseville is on a journey to rectify those wrongs through the <br />38 creation of a Strategic Racial Equity Action Plan and undertaking tangible efforts. Declaring <br />39 Juneteenth Day as a City holiday, will provide an opportunity for the community,city employees, <br />40 and policy makers to reflect on the legacy of slavery and strengthen their commitment to eliminate <br />41 the continuing systemic inequities in government and society. <br />42 P OLICY O BJECTIVE <br />43 As part of the City of Roseville’s Community Aspirations, Roseville aspires to be “Welcoming, <br />44 inclusive, and respectful” and “Engaged in our community’s success as citizens, neighbors, <br />45 volunteers, leaders, and businesspeople”. Declaring Juneteenth Day as a City holiday will be <br />46 consistent with those aspirations as it will provide an important recognition within the community <br />47 regarding to the ending of slavery and its continuing impact in American society. <br />48 B UDGET I MPLICATIONS <br />49 It is expected that declaring Juneteenth Day as a city holiday will only have a minimal financial <br />50 impact. Like any holiday, City offices, including the License Center, would be closed on Juneteenth <br />51 Day holiday. As withother city holidays, there would be a loss of productivity and revenue (from <br />52 the License Center) on the Juneteenth Day holiday. The City would also experience some small <br />53 savings (such as fuel and energy costs) due to limited operations on the holiday. <br />54 In regards to staff costs, for non-union employees,there will be no additional costs incurred since the <br />55 non-union employees are already getting paid for June 19. For union employees, all current <br />56 contracts (except the Fire Fighters) addressthe Juneteenth Day holiday in their collective bargaining <br />57 agreements. The coveredunion employees would either take a holiday day or have additional hours <br />58 putin their holiday hour bank. Those employees who work on the Juneteenth Day holiday would be <br />59 paid as dictated by their contract (e.g. time and a half). <br />60 An exact cost impact cannot be calculated at this time due to variables of who is working and who <br />61 may be called in for emergency work.
