Attachment A <br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5 * * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />Roseville, County of Ramsey, Minnesota was duly held on the 7 <br />8 day of November, 2022, at <br />9 6:00 p.m. <br />10 <br />11 The following members were present: Etten, Groff, Strahan, Willmus, and Mayor Roe. <br />12 and the following were absent: <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 RESOLUTION No. XXXXXX <br />17 <br />18 RESOLUTION ESTABLISHING JUNETEENTH DAY AS A CITY HOLIDAY <br />19 <br />20 WHEREAS, on January 1, 1863, President Abraham Lincoln signed the Emancipation <br />21 Proclamation, which established that all enslaved people shall be free from slavery; and <br />22 <br />23 WHEREAS, on June 19, 1865 Union troops arriving in Galveston, Texas announced that the end <br />24 of the Civil War and the end of slavery; and <br />25 <br />26 WHEREAS, Juneteenth is an annual commemoration of the end of slavery in the United States <br />th <br />27 that is celebrated on June 19 each year; and <br />28 <br />th <br />29 WHERAS, on June 18, 2021, President Joseph Biden proclaimed June 19 as a federal holiday; <br />30 and <br />31 <br />32 WHEREAS, the Roseville City Council wants to recognize the historical significance and <br />33 importance of Juneteenth Day and encourages all community members to participate in <br />34 Juneteenth to celebrate the contribution of African-Americans to the Roseville community and <br />35 reflect on the legacy of slavery and strengthen their commitment to eliminate the <br />36 continuing systemic inequities in government and society. <br />37 <br />th <br />38 NOW, THEREFORE, BE IT RESOLVED; by the City Council of Roseville that June 19, <br />39 known as Juneteenth Day, be a paid municipal holiday and that no City Council or City <br />40 Commission meetings be held on the Juneteenth Day holiday. <br />41 <br />42 <br /> <br />
