20 Experience and practice in the field of municipal law <br />21 Expertise in specialty areas such as labor relations, land use, and other areas <br />22 Ability to handle workload <br />23 Cost (Costs were also broken down by monthly retainer, and included those items not <br />24 covered under a retainer). <br />25 Firm’s response to equity considerations <br />26 Communication and response time <br />27 <br />28 Based on these factors, the evaluation team is recommending the appointment of Kennedy & Graven <br />29 to serve as City Attorney for civil legal services. Although all firms provided responses that met the <br />30 requirements of the RFP, Kennedy & Graven’s demonstrated knowledge, depth of experience in <br />31 specialty areas of law, the firm’s strong reputation, as well as their cost proposal led to their <br />32 selection as the top firm. <br />33 <br />34 A similar process was undertaken for the prosecution legal services RFP proposals that were <br />35 submitted. Based on the evaluation criteria and interviews, the evaluation team is recommending <br />36 Erickson, Bell, Beckman & Quinn as the top firm for prosecution services. They have a depth of <br />37 experience in Ramsey County prosecuting cases, including serving as the city’s prosecuting attorney <br />38 for many years. They have been responsive and provided good service, and represented the city on <br />39 may cases. In addition to the quality service they provide, the evaluation team was also cognizant of <br />40 cost. <br />41 B UDGET I MPLICATIONS <br />42 Kennedy & Graven proposed monthly retainer for municipal civil legal services is $16,000 for 2023. <br />43 <br />44 Erickson, Bell, Beckman & Quinn proposed monthly retainer for prosecution legal services is <br />45 $14,239 for 2023. <br />46 S TAFF R ECOMMENDATION <br />47 Based on the evaluation criteria and interview process, the City Manager is seeking to appoint <br />48 Kennedy & Graven to serve as City Attorney for civil municipal legal services. <br />49 <br />50 Based on the evaluation criteria and interview process, the City Manager is seeking to appoint <br />51 Erickson, Bell, Beckman & Quinn to serve as City Attorney for prosecution legal services. <br />52 <br />53 R EQUESTED C OUNCIL A CTION <br />54 By motion, approve the City Manager’s appointment of Kennedy & Graven as the City of Roseville <br />55 City Attorney for civil legal services and authorize the City Manager to enter into a contract. <br />56 <br />57 By motion, approve the City Manager’s appointment of Erickson, Bell, Beckman & Quinn as the <br />58 City of Roseville City Attorney for prosecution services and authorize the City Manager to enter into <br />59 a contract. <br />60 <br />Prepared by: Rebecca Olson, Assistant City Manager <br /> <br />Page 2 of 2 <br /> <br />
