If the City Council agrees that it is reasonable to allow a deviation <br />48 from the zoning or subdivision code standards to maintain the affordability of an existing home and <br />49 accommodate a new home, Planning Division staff suggests the proposed straight lot boundary is <br />50 preferable to the alternative even though the new Lot 1 would only be 76 feet wide. It bears noting the <br />51 City, according to a 2018 Housing Needs Assessment, remains in need of for-sale housing units even <br />52 after accounting for all new for-sale housing units created since the study was commissioned. <br />53 Setbacks and Impervious Coverage <br />54 Although building setbacks are not specifically reviewed and approved as part of a plat application, the <br />55 generalized building location represented in the preliminary development plans appears to conform to <br />56 the minimum property line setbacks of the LDR district of the City Code. <br />57 Likewise, the impervious coverage limits established in the zoning code are not strictly regulated in the <br />58 plat review process, but the impervious surfaces representedin plat application materials are withinthe <br />59 30% limit on these parcels. <br />60 Storm Water Management <br />61 A storm water management plan is a required component of a plat application. In this case, however, the <br />62 storm water management practices implemented in the surrounding Wheaton Woods development have <br />63 capacity to accommodate more than this one additional home. Therefore, while a grading plan is <br />64 included as part of Attachment C no storm water management plan is needed for this proposal. <br />65 Additional information from Public Works Department staff is included with this RCA as part of <br />66 Attachment D. <br />67 Tree Preservation <br />68 The tree preservation and replacement requirements in §1011.04 of the City Code provide a way to <br />69 quantify the amount of tree material being removed for a given project and to calculate the resulting tree <br />70 replacement obligation. Unlike the storm water management plan, a tree preservation plan for the <br />71 proposed new lot is necessary in this case because there was not a surplus of tree material remaining <br />72 from the earlier Wheaton Woods development. The applicant has provided the inventory of trees and the <br />73 associated calculation, which are included in Attachment C. Preliminary calculations based on the <br />74 proposed development would elicit no replacement obligation. <br />75 Park Dedication <br />76 The subdivision proposal was reviewed on November 1, 2022, by Roseville’s Parks and Recreation <br />77 Commission, which recommended a dedication of cash in lieu of park land. Additional information from <br />78 Parks and Recreation Department staff is included with this RCA as part of Attachment D. <br />79 3´¡£¨µ¨²¨®­ 6 ±¨ ­¢¤ <br />80 The proposed plat includes a lot that is 76 feet in width. Because this less than the 85-foot minimum <br />81 established in Table 1004-3 (LDR Dimensional Standards) of the City Code, the proposed plat relies on <br />82 the approval of a subdivision variance as noted earlier in this RCA. Section 1102.02.C of the City Code <br />83 establishes a mandate that the City make four specific findings about a subdivision variance request as a <br />84 prerequisite for approving the variance pertaining to the nonconforming width of Lot 1. Planning <br />85 Division staff has reviewed the application and offers the following draft findings. <br />86 1. The proposal is consistent with the Comprehensive Plan. The proposal is generally consistent with the <br />87 Comprehensive Plan because it represents the Comprehensive Plan’s goals of providing a variety of low <br />88 density housing options in the community. <br />89 2.
