RCA Attachment F <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />2 Roseville, County of Ramsey, Minnesota, was held on the 28 day of November 2022 at 6:00 p.m. <br />3 The following Council Members were present: _________; <br />4 and _____ were absent. <br />5 Council Member _____ introduced the following resolution and moved its adoption: <br />6 RESOLUTION NO. ___ <br />7 A RESOLUTION APPROVING RESIDENTIAL DENSITY GREATER THAN 24 DWELLING <br />8 UNITS PER ACRE IN SUPPORT OF A PROPOSED APARTMENT PROJECT (PF22-012) <br />9 WHEREAS, Firm Ground Architects, has submitted a valid application for approval of <br />10 residential density up to 36 dwelling units per acre as a conditional use on behalf of the property owner, <br />11 Brick by Brick, LLC; and <br />12 WHEREAS, the subject property is legally described as <br />13 That part of the Southwest quarter of the Southeast quarter of the Southwest quarter of <br />14 Section 10, Township 29, Range 23, Ramsey County, Minnesota, described as follows: Beginning <br />15 at the intersection of the South line of said quarter quarter quarter Section with a line parallel <br />16 with and 60 feet West of the East line of said quarter quarter quarter Section; thence north along <br />17 said 60 foot line, a distance of 357.0 feet to an iron monument and the beginning of a curve <br />18 bearing Northwesterly; thence Northwesterly along a curve with its tangent parallel to County <br />19 Road B and a radius of 357.20 feet, a distance of 185.0 feet; thence Southwesterly 194.80 feet to the <br />20 intersection of a line 340.0 feet West of and parallel with the East line of said quarter quarter <br />21 quarter Section at a point 239.0 feet North of the South line of said quarter quarter quarter <br />22 Section; thence South along said parallel line 239.0 feet; thence East 280 feet to the point of <br />23 beginning. Subject to County Road B. <br />24 WHEREAS City Code §1009.02.C establishes general standards and criteria that pertain to all <br />25 conditional uses; and <br />26 WHEREAS, the Roseville Planning Commission held the duly noticed public hearing for the <br />27 request on November 2, 2022, and having closed said public hearing, voted to recommend approval of <br />28 the additional residential density based on the public record and the Planning Commission’s <br />29 deliberation; and <br />30 WHEREAS, the Roseville City Council has made the following findings regarding the general <br />31 standards and criteria established in §1009.02.C: <br />32 1. The proposed use is not in conflict with the Comprehensive Plan. The 2040 Comprehensive Plan <br />33 specifically identifies this site for high-density residential development “…with a density greater <br />34 than 12 units per acre.” <br />35 2. The proposed use is not in conflict with any Regulating Maps or other adopted plans. The proposed <br />36 development is not subject to a regulating plan map or other adopted plan, the proposed market rate <br />37 rental units will help to fill a current need identified in the Housing Needs Assessment <br />Page 1 of 2 <br />Page 1 of 2 <br /> <br />
