RCA Attachment F <br />38 commissioned in 2018 by the Roseville Economic Development Authority, and the requested greater <br />39 residential density is in line with requirements of the BRT Overlay District, which encompasses the <br />40 development site. <br />41 3. The proposed use is not in conflict with any City Code requirements. The proposed development <br />42 must comply with all applicable City Code requirements, and a conditional use approval can be <br />43 rescinded if the approved use fails to comply with all applicable City Code requirements or any <br />44 conditions of the approval. <br />45 4. The proposed use will not create an excessive burden on parks, streets, and other public facilities. <br />46 The City conducted a traffic study in 2016, evaluating the impacts of a development concept with <br />47 much greater density than the current proposal. Therefore, because the annual daily traffic volumes <br />48 in the study area have not increased since 2016, the study demonstrates that the proposed <br />49 multifamily development on the subject property will have minimal impacts on the roadway <br />50 network, and indicates that all studied intersections will continue to operate at an acceptable level of <br />51 service. Moreover, a multifamily development in this location would be well positioned to take <br />52 advantage of the robust service provided by Metro Transit’s bus route 65 on County Road B and the <br />53 A Line BRT along Snelling Avenue, as well as many walkable destinations. <br />54 Because Sector 1 of the parks and recreation system is already overtaxed and approval of the <br />55 conditional use application would represent more dwelling units than the 57 units that could be <br />56 permitted by right in this location, an approval should be conditioned on the applicant paying a park <br />57 impact fee of $4,250 for each dwelling unit beyond 57. The current proposal represents 29 units <br />58 more than what could be permitted by right, which would equate to a park impact fee of $123,250. <br />59 5. The proposed use will not be injurious to the surrounding neighborhood, will not negatively impact <br />60 traffic or property values, and will not otherwise harm the public health, safety, and general welfare. <br />61 Consistent with the preceding findings, Planning Division staff believes that the proposed <br />62 multifamily complex will be a valuable addition to this part of the community, will not create <br />63 adverse traffic impacts, and will not cause harm to the public health, safety, and general welfare. <br />64 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the <br />65 proposed residential density of 36 units per acre, based on the public record and City Council <br />66 deliberation, with the following conditions: <br />67 1. Pursuant to the memo from Public Works staff, the applicant shall enter into a Public Improvement <br />68 Contract regarding the improvement on Albert Street and pathway improvements. <br />69 2.Pursuant to the memo from Parks and Recreation staff, the applicant shall pay a park impact fee <br />70 equal to $4,250 for each dwelling unit developed beyond the 57 units that could be permitted by <br />71 right under the requirements and incentives of the Zoning Code. <br />72 WHEREUPON said resolution was declared duly passed and adopted. <br />Page 2 of 2 <br />Page 2 of 2 <br /> <br />
