REQUEST FOR COUNCIL ACTION <br />Date: January 9, 2023 <br />Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Approve Public Works 2023 Work Plan <br />1 B ACKGROUND <br />2 Each year, Public Works staff monitors and evaluates the condition of City infrastructure for <br />3 development of ongoing maintenance and replacement needs. We use this information to develop <br />4 capital improvement plans and in the development of the annual budget request in these areas. We <br />5 also work closely with Ramsey County and MnDOT on improvements to City infrastructure as a <br />6 part of their road improvement projects within Roseville. The following are the improvements that <br />7 we are recommending for the 2023 construction season within the city. The attached map <br />8 (Attachment A) shows both pavement improvements as well as utility improvements. The map also <br />9 shows projects that are managed by Ramsey County, MnDOT, Met Council Environmental Services, <br />10 watersheds and other utilities as some of these projects have impacts on City projects. The proposed <br />11 work plan is consistent with the 20-year capital improvement plan and pavement management <br />12 program policies. <br />13 The overall cost of the Public Works 2023 Work Plan is approximately $6.5 million. <br />14 Staff presented the Public Works 2023 Work Plan to the Public Works, Environment and <br />15 Transportation Commission on November 22, 2022. The meeting minutes are included in <br />16 Attachment G. <br />17 1.Pavement Management Program Projects: Each year, the Public Works Department <br />18 evaluates infrastructure needs based on the City’s Pavement Management Program and <br />19 assessment of utility infrastructure. Streets in marginal condition are recommended for major <br />20 maintenance by mill and overlay. Streets in poor condition that do not meet the City standard for <br />21 street construction are recommended for reconstruction. The streets shown in Attachment A will <br />22 be included in this year’s Pavement Management Project (PMP). The 6.9 miles of roads are <br />23 proposed to be milled and overlaid. Spot curb replacements are also done at this time, but only <br />24 where there are significant structural issues with the in-place curb or significant settling. <br />25 These pavement-resurfacing projects are proposed to be financed through our street <br />26 infrastructure fund. No Municipal State Aid (MSA) roads will be resurfaced in 2023. After <br />27 receiving bids for these projects, we will request that the City Council award the bid to the <br />28 lowest responsible bidder. <br />29 Reconstruction: No roads are proposed to be reconstructed in 2023. <br />30 2.Pathways: A new pathway will be constructed along the east side of Lexington Avenue <br />31 between TH 36 and County Road B2. The new pathway will be an 8-foot wide bituminous trail. <br />32 A new sidewalk will be installed on the east side of Cleveland Avenue from Iona Lane, <br />33 extending 600 feet north.
