34 created when Colder Product Corporation built a sidewalk as part of their new construction a few <br />35 years ago. <br />36 A new pathway, Twin Lakes Trail 2, will be constructed from Terrace Drive into Oasis Park. <br />37 A new pathway, Marion Street Phase 2, will be constructed on the west side of Marion Street <br />38 from Larpenteur Avenue to the cul-de-sac. The new pathway will connect to the first phase, <br />39 which was completed this past fall, in conjunction with the Enclave development and make a <br />40 connection to Unity Park. This will complete the pathway envisioned in the Rice-Larpenteur <br />41 Visioning Plan. Funding for this project is from Community Development Block Grant Funds <br />42 through Ramsey County. <br />43 Pathways in Lexington Park and along County Road B will be resurfaced. <br />44 The parking lot at Lexington Park will be resurfaced. <br />45 3.Utility Infrastructure: <br />46 Sanitary Sewer Lining: There will be no sewer lining project in 2023. City staff will be <br />47 utilizing this year to develop a specialized lining project in 2024 to address high risk crossings <br />48 under major county or state highways such as TH 36, I35W and Snelling Avenue. <br />49 Pipe Replacements/Repairs: Staff evaluates sanitary and water main replacement needs in our <br />50 pavement replacement areas as well as utility infrastructure needs in County and State project <br />51 areas. To date, City staff has no projects planned for 2023. <br />52 Miscellaneous Upgrades: Staff will be doing some upgrades to the SCADA system to provide <br />53 additional resiliency to the system. Shallow water services within the PMP project will be <br />54 insulated. <br />55 Water Tower: The interior of the water tower will be re-painted to extend the life of the tower. <br />56 Lift Stations: The Long Lake Lift Station, located on Long Lake Road south of County Road D, <br />57 will be replaced in 2023 with a grinder pump lift station. The new lift station will be relocated <br />58 further from the road to protect the lift station and to make it safer to maintain. It also places the <br />59 lift station on higher ground as it is currently subject to street flooding. <br />60 Staff will begin work with our design consultant on the Dale/Owasso Lift Station located at Dale <br />61 Street and South Owasso Boulevard for future replacement in 2024. The lift station will be <br />62 rehabbed and a new backup emergency generator will be installed. <br />63 Storm Sewer System Improvements: Staff continues to analyze the existing drainage systems <br />64 and localized flooding issues and is identifying mitigation projects. Staff is now working on <br />65 developing a 2023 drainage improvement project to alleviate some of these flooding concerns. <br />66 Staff has already identified several projects for 2023. Some of the projects include: <br />67 Pavement Management Storm Water Upgrades: Miscellaneous storm sewer upgrades. <br />68 Villa Park Sediment Pond improvements and dredging <br />69 Concordia Meadows Pond Improvements <br />70 County Road D Outlet Repair. <br />71 4. Sustainability/Recycling: City staff plans to work on the following programs and initiatives <br />72 over the next year to help support sustainability and increase recycling: <br />73 Energy Action Plan – continued implementation post-Partners in Energy “graduation” <br />74 o Focus on faith organization outreach <br />75 Less Mow May education & outreach <br />Page 2 of 5 <br /> <br />
