Regular City Council Meeting <br /> Monday, November 28, 2022 <br /> Page 10 <br /> Traffic Study indicated there was no increase in background traffic for that area but <br /> if it could also consider Highway 36 and Commerce Street. She did not know the <br /> underlying reasons why that four way stop sign was added in replacement of the <br /> two ways but thought that was because of an increase in traffic accidents in the <br /> area. The high-density proposal here would increase that traffic coming on and off <br /> that highway straight onto Albert Street. She also understood this is a proposal <br /> simply for the additional use to do the high density in that location. Her final point <br /> is just that a denial of this proposal at this time will save the Council and staff time <br /> in denying future proposals such as the actual apartment complex itself. <br /> Mr. Thomas Masanz, County Road B West <br /> Mr. Masanz agreed with the previous speaker and added that when the Fire Chief <br /> spoke, he said fifty-two units but it is actually eighty-six units. It is allowable for <br /> forty-eight and with bonus talk that they keep throwing out, he wondered if that is <br /> a guarantee or not. He thought it should be limited to the forty-eight units that are <br /> allowable by Code. <br /> Mr. Yonatan Belachew, 1384 Sandhurst <br /> Mr. Belachew echoed his neighbors' comments and disagreed with the plan. He <br /> would support a plan to add a park rather than an apartment building. <br /> Mayor Roe closed public comment and invited the applicant to come and speak. <br /> Mr. Josh McKinney, Measure Group, addressed the City Council. Mr. McKinney <br /> noted the discussion this evening is about the Conditional Use approval regarding <br /> the increased density as required by the code. He noted that the number of units <br /> sought is driven by project financial viability, contrary to earlier public testimony, <br /> which referenced a different type of project. <br /> Councilmember Etten indicated part of this is a bonus for underground structure <br /> parking, he asked how many spaces there will be. <br /> Mr. McKinney explained there will be ninety below ground and forty-nine above <br /> ground spaces. He noted this site has forty-point-six percent green space. <br /> Councilmember Etten explained part of the City's parking requirements has to do <br /> with a space per bedroom and he wondered how many bedrooms in this develop- <br /> ment are proposed. <br /> Mr. McKinney indicated he did not have that number off the top of his head. <br /> Mayor Roe indicated the applicant will need to follow up after Council discussion. <br /> Mayor Roe knew this was an area in the City with some partial sidewalks that were <br /> put in as a part of developments and this would be one of those as well.
