Regular City Council Meeting <br /> Monday, November 28, 2022 <br /> Page 2 <br /> 6. Items Removed from Consent Agenda <br /> a. Approve Resolution Designating 2023 Polling Locations <br /> City Manager Trudgeon briefly highlighted this item as detailed in the Request for <br /> Council Action and related attachments dated November 28, 2022. <br /> Councilmember Strahan wondered if it would be possible to consider changing <br /> precinct six, even though the City is great partners with Prince of Peace, knowing <br /> that the Roseville schools are not in session on that day for the use of Parkview <br /> Center School, as it is more centrally located within the precinct. <br /> Mr.Trudgeon indicated staff could talk about that with Ramsey County.He thought <br /> one thing to be cautious on is not switching precinct locations too often, on a one- <br /> off basis because that can lead to confusion for people to vote as well. He indicated <br /> staff can investigate that a little closer and if not in 2023, then possibly 2024 as a <br /> better location for it. <br /> Councilmember Strahan explained that precinct two not being within precinct two <br /> but precinct one's polling location being within precinct two and working with the <br /> folks in Twin Lakes who are all new to Roseville, caused a lot of confusion about <br /> where people were to vote in that situation. She appreciated not making changes <br /> but especially knowing that there will be an entire building in that facility that will <br /> have all new voters so maybe the City needs to do an even more proactive map or <br /> something. <br /> Strahan moved, Willmus seconded, adoption of Resolution No. 11950 entitled, <br /> "Resolution Designating Polling Places for 2023 Elections." <br /> Roll Call <br /> Ayes: Groff, Willmus, Strahan, Etten, and Roe. <br /> Nays: None. <br /> 7. Business Items <br /> a. Hearing to Solicit Public Comment on the 2023 Budget and Tax Levy <br /> City Manager Patrick Trudgeon and Finance Director Michelle Pietrick briefly <br /> highlighted this item as detailed in the Request for Council Action and related at- <br /> tachments dated November 28, 2022. <br /> Mayor Roe reviewed public hearing protocol and opened the public hearing at ap- <br /> proximately 6:31 p.m. <br /> Public Comment <br /> Mr. Thomas Masanz, County Road B West <br /> Mr. Mazans wondered whether the figures for the utility rates included the under- <br /> billed water that occurred. <br />
