Regular City Council Meeting <br /> Monday, November 28, 2022 <br /> Page 4 <br /> Councilmember Strahan explained that given the high number of failures the busi- <br /> nesses have had in the last year, she wondered if City fees related to the licenses <br /> are keeping pace with the expenditures of staff time. <br /> Ms. Bruno believed upon a failure by the business an Administrative Fine is as- <br /> sessed. <br /> Councilmember Strahan thought this might be something to discuss further because <br /> the City may need to consider increasing fees moving forward to be sure that staff <br /> time is accounted for. <br /> Mr. Trudgeon indicated there was a big jump in failures this year along with other <br /> cities in the metro. He was not sure it was at all related or if it has to do with the <br /> economy, but it is alarming. He knew that some of the liquor license fees are <br /> capped under State Statutes,what the City can charge. He thought the fine structure <br /> is to penalize for noncompliance, noting the City not only charges a fine but also <br /> suspends their business for a day, which impact the business' bottom line as well. <br /> He stated the City does not want to see repeat failures at a place. <br /> Mayor Roe thought staff could do an analysis on this on an annual basis as to both <br /> license and penalty fees and how that relates to the City's costs for enforcement. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:45 p.m. for the purpose of receiving public input on the <br /> above-referenced Liquor License Renewals; with no one appearing for or against. <br /> Etten moved, Groff seconded, approval of the requested liquor licenses for 2023, <br /> upon receipt of all outstanding applications materials and payments. <br /> Roll Call <br /> Ayes: Groff, Willmus, Strahan, Etten, and Roe. <br /> Nays: None. <br /> c. Public Hearing to Consider the Approval on an Off Sale Liquor License and <br /> Cigarette/Tobacco Products License for Kong Mong Liquor, Inc. dba <br /> Chuchao Liquor Located at 700 County Road B West <br /> Assistant City Clerk Katie Bruno briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated November 28, 2022. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:49 p.m. for the purpose of receiving public input on the <br /> above-referenced Off Sale Liquor License and Cigarette/Tobacco Products License <br /> for Kong Mong Liquor, Inc. dba Chuchao Liquor located at 700 County Road B <br /> West; with no one appearing for or against. <br />
