Regular City Council Meeting <br /> Monday, November 28, 2022 <br /> Page 5 <br /> Etten moved, Willmus seconded, approval of issuance of the 7th Off-Sale Liquor <br /> License and a Cigarette/Tobacco License to Kong Mong Liquor, Inc. pending a <br /> successful background check. <br /> Roll Call <br /> Ayes: Groff, Willmus, Strahan, Etten, and Roe. <br /> Nays: None. <br /> d. Public Hearing and Consider the Proposed "Wheaton Woods 2nd Addition" <br /> Minor Plat and Subdivision Variance Creating a Residential Lot from an Out- <br /> lot and an Abutting Residential Lot <br /> Senior Planner Bryan Lloyd briefly highlighted this item as detailed in the Request <br /> for Council Action and related attachments dated November 28, 2022. <br /> Councilmember Strahan wondered if staff knew if the people intend to utilize this <br /> as a single-family home at 2687 or what is the likelihood that this is going to stay <br /> an affordable home and not be leveled with a new home put in there, after the City <br /> has made the accommodations for that lot. <br /> Mr. Lloyd indicated there are not any guarantees but if that was the plan, there is <br /> more than enough area on both parcels to accommodate a home on each of them. <br /> He thought all things considered, if the longer-term plan was to demolish the exist- <br /> ing home, that would certainly make for an easier discussion about the subdivision <br /> not having to be concerned about potentially narrower widths of one of the lots or <br /> that less than straight boundary in a sort of technically conforming configuration. <br /> Councilmember Strahan asked if the property at 2701 will be impacted. <br /> Mr. Lloyd indicated that is not a part of this proposal and nothing will change to <br /> that property's boundaries. <br /> Councilmember Willmus wondered if the applicant is also the same one that devel- <br /> oped the broader Weaton Woods single family development. <br /> Mr. Lloyd indicated that was correct. <br /> Councilmember Willmus indicated when looking to, for example, a hardship that <br /> is in place, would the hardship the applicant is having, with respect to the creation <br /> of this lot and lot size, not be of their own doing as a part of the original plat. <br /> Mr. Lloyd indicated he did not remember for sure how much extra width was a part <br /> of those other lots to the west on the north side of Weaton Avenue and if there was <br /> arbitrarily more width to each of the lots and the applicant could have reserved <br /> more space in the outlot. He indicated it could be said that this is their own doing. <br />
