Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: November 22, 2022 Item No: 6 <br />Item Description: Public Works 2023 Work Plan <br />Background: <br />Each year, Public Works staff monitors and evaluates the condition of City infrastructure for <br />development of ongoing maintenance and replacement needs plans. We use this information to <br />develop capital improvement plans and in the development of the annual budget request in these <br />areas. We also work closely with Ramsey County and MnDOT on improvements to City <br />infrastructure as a part of their road improvement projects within Roseville. The following are <br />the improvements that we are recommending for the 2023 construction season within the city. <br />The attached map (Attachment A) shows both pavement improvement as well as utility <br />improvements. The map also shows projects that are done by Ramsey County, MnDOT, Met <br />Council Environmental Services, watersheds and other utilities as some of these projects have <br />impacts on City projects. The proposed work plan is consistent with the 20-year capital <br />improvement plan and pavement management program policies. <br />1. Pavement Management Program Proiects: Each year the Public Works Department <br />evaluates infrastructure needs based on the City's Pavement Management Program and <br />assessment of utility infrastructure. Streets in marginal condition are recommended for <br />major maintenance by mill and overlay. Streets in poor condition that do not meet the City <br />standard for street construction are recommended for reconstruction. The streets shown in <br />Attachment A will be included in this year's PMP. The 6.9 miles of roads are proposed to be <br />milled and overlayed. Spot curb replacements are also done at this time, but only where <br />there are significant structural issues with the in -place curb or significant settling. <br />These pavement resurfacing projects are proposed to be financed through our street <br />infrastructure funds. No Municipal State Aid (MSA) funds will be used on street resurfacing <br />this year. After receiving bids for these projects, we will request that the City Council award <br />the bid to the lowest responsible bidder. <br />Reconstruction: No roads are proposed to be reconstructed in 2023. <br />2. Pathways/Parking Lots: A new pathway will be constructed along the east side of <br />Lexington Avenue between TH 36 and County Road 132 to complete the pathway segment. <br />A new sidewalk will be installed on the east side of Cleveland Avenue from Iona Street to <br />the north 600 feet completing a missing segment. <br />A new pathway will be constructed on the west side of Marion Street between Larpenteur <br />Avenue and the cul-de-sac. This will connect to the trail that was constructed with the <br />
