Enclave Development and complete the Marion Street pathway as shown in the <br />Rice/Larpenteur Visioning Plan. <br />A new pathway, the Twin Lakes Trail phase 2, will be constructed north of Terrace Avenue <br />into Oasis Park. This will connect the park and neighborhood with the new apartments and <br />businesses in the area, providing better non -motorized connectivity in the area. <br />Pathways in Lexington Park and along County Road B will be resurfaced. <br />The Lexington Park parking lot will be resurfaced. <br />3. Utility Infrastructure: <br />Sanitary Sewer Lining: No sewer lining will take place in 2023. The City will pick this <br />project up again in 2024. The City will be working with a consultant over the next year to <br />plan for the 2024 project which will be a specialty lining project addressing some of the very <br />difficult segments in the City's system. <br />Pipe Replacements/Repairs: Staff evaluates sanitary and watermain replacement needs in <br />our pavement replacement areas as well as utility infrastructure needs in County and State <br />project areas. To date, no pipe replacements are anticipated in 2023. <br />Water Tower: The interior tank of the water tower will be re -painted in the summer of <br />2023. <br />Lift Stations: The Long Lake Lift Station, located on Long Lake Road south of County <br />Road D, will be replaced in 2023 with a grinder pump lift station. The new lift station will <br />be relocated further from the road to protect the lift station and to make it safer to maintain <br />and will be on higher ground as it is currently subject to street flooding. <br />The Dale/Owasso Lift Station, located at Dale Street/S Owasso Boulevard, will be upgraded <br />in 2023. Work will begin on design for this lift station which will include pump and <br />electrical upgrades and a new backup generator. <br />Storm sewer system improvements: Staff continues to analyze the existing drainage <br />systems and localized flooding issues and is identifying mitigation projects. Staff is now <br />working on developing a 2023 drainage improvement project to alleviate some of these <br />flooding concerns. Staff has already identified several projects for 2023. Some of the <br />projects include: <br />• Pavement Management Storm Water Upgrades: Miscellaneous storm sewer <br />upgrades. <br />• Villa Park Sedimentation Improvements: Work includes repairing inlets and <br />outlets and dredging the sedimentation basin. Work will begin this winter. <br />• Concordia Meadows Pond Improvement: Work includes repairing inlets and <br />outlets and making the basin larger to provide more storage and treatment to <br />reduce issues downstream. <br />4. Other Improvements: <br />South McCarron Retaining Wall Replacement: This wall was originally built in 1993 but <br />is showing signs of failure. The existing wall will be rehabilitated using reinforcement with <br />soil nails and a new poured -in -place wall in front of the old wall. <br />
