These developments <br />4875 may be organized and operated as condominiums, time-share condominiums, cooperatives, full <br />4876 fee ownership, commercial enterprises, or any combination of these, or cluster subdivisions of <br />4877 dwelling units, residential condominiums, townhouses, apartment buildings, dwelling grounds, <br />4878 resorts, hotels, motels, and conversions of structures and land uses to these uses. <br />4879 PUBLIC WATERS: Any water as defined in Minnesota Statutes, Section 103G.005, Subd. 15, <br />4880 15a. <br />4881 RESIDENTIAL PLANNED UNIT DEVELOPMENT: A use where the nature of residency is <br />4882 nontransient and the major or primary focus of the development is not service-oriented. For <br />4883 example, residential apartments, manufactured home parks, time-share condominiums, <br />4884 townhouses, cooperatives, and full fee ownership residences would be considered as residential <br />4885 planned unit developments. To qualify as a residential planned unit development, a development <br />4886 must contain at least five dwelling units or sites. <br />4887 SEMIPUBLIC USE: The use of land by a private, nonprofit organization to provide a public <br />4888 service that is ordinarily open to some persons outside the regular constituency of the <br />4889 organization. <br />4890 SETBACK: The minimum horizontal distance between a structure, sewage treatment system, or <br />4891 other facility and an ordinary high water level, sewage treatment system, top of a bluff, road, <br />4892 highway, property line, or other facility. <br />4893 SEWER SYSTEM: Pipelines or conduits, pumping stations, and force main, and all other <br />4894 construction, devices, appliances, or appurtenances used for conducting sewage or industrial <br />4895 waste or other wastes to a point of ultimate disposal. <br />4896 SHORE IMPACT ZONE: Land located between the ordinary high water level of a public water <br />4897 and a line parallel to it at a setback of 50 percent of the structure setback (see Figure 1012-5). <br />4898 Figure 1012-5: Shore Impact Zone <br />4899 SHORELAND: ÐShorelandÑ means land located within the following distances from public <br />4900 waters: <br />11 <br /> <br />
