Attachment <br />Proposed Sustainability-Related Zoning Code Changes <br />23 i.Multiple-Family Residential Land Uses (5 or more units per building): all <br />24 newandexpanded parking areas shall provide the electrical capacity <br />25 necessary to accommodate the future hardwire installation of Level 2 <br />26 EVCSs for a minimum of 10% of required parking spaces. <br />27 ii.Non-Residential Land Uses: all new and expanded parking areas shall <br />28 provide the electrical capacity necessary to accommodate the future <br />29 hardwire installation of Level 2 or DC EVCSs for a minimum of 10% of <br />30 required parking spaces. <br />31 d.These requirements may be revised upward or downward by the City Council as <br />32 part of an application for a conditional use permit or planned unit development <br />33 based on verifiable information pertaining to parking. <br />34 3.Reductions to EVSE requirements. When the cost of installing EVSE required by this <br />35 Chapter would exceed five percent of the total project cost, the property owner or <br />36 applicant may request a reduction in the EVSE requirements and submit cost estimates <br />37 for city consideration. When City Council approval of the project is not required, the <br />38 Community Development Departmentmay administratively approve a reduction to the <br />39 required amount of EVSE in order to limit the EVSE installation costs to not more than <br />40 five percent of the total project cost. <br />41 4. Permitted Locations. <br />42 a.Level 1, Level 2, and DC EVCSs are permitted in every zoning district, when <br />43 accessory to the primary permitted use. Such stations located at residential uses <br />44 shall be designated as private restricted use only. <br />45 b.If the primary use of the parcel is the retail electric charging of vehicles, then the <br />46 use shall be considered a motor fuel sales use for zoning purposes. Installation <br />47 shall be located in zoning districts which permit a motor fuel sales use. <br />48 5. General Requirements for One- to Four-Family Dwellings. <br />49 a.EVSE shall be located in a garage, or on the exterior wall of the home or garage <br />50 adjacent to a parking space. <br />51 b.EVSE shall comply with all relevant design criteria as outlined in section (F)4, <br />52 unless specifically exempted. <br />53 6. General Requirements for Multi-Family Dwellings (5 or more units per building) and <br />54 Non-Residential Development. <br />55 a.Accessible Spaces. A charging station will be considered accessible if it is located <br />56 adjacent to, and can serve, an accessible parking space as defined and required by <br />57 the ADA It is not necessary to designate the EVSE exclusively for the use of <br />58 vehicles parked in the accessible space. <br />59 b.EVSE – public use shall be subject to the following requirements: <br />60 i.The EVCSs shall be located in a manner that will be easily seen by the <br />61 public for informational and security purposes. <br />62 ii.The EVCSs shall be located in desirable and convenient parking locations <br />63 that will serve as an incentive for the use of electric vehicles. <br />64 iii.The EVCS must be operational during the normal business hours of the <br />65 use(s) that it serves. EVCS may be de-energized or otherwise restricted <br />66 after normal business hours of the use(s) it serves. <br />2 <br /> <br />
