35 a variety of ways to achive sustainability and what incentives would be provided in exchange <br />36 for sustainable development practices. <br />37 October 5, 2022: The Planning Commission reviewed the latest draft of the sustainability <br />38 incentives worksheet and provided feedback to staff. The Planning Commission also reviewed <br />39 a spreadsheet regarding the impact of the incentives offered via the worksheet (Attachment E). <br />40 November 2, 2022: The Planning Commission reviewed the latest revisions to the <br />41 sustainability incentives worksheet based on feedback obtained during the October meeting. <br />42 Feedback included confirmation on a limit to the number of incentives a single project could <br />43 obtain and that a greater number of points should be provided for incorporating bird-safe <br />44 windows into a project. <br />45 November 17, 2022: An open house regarding the phase II amendments was held at the City <br />46 Hall Council Chambers from noon – 6pm. Based on those who signed the sign-in sheet, <br />47 approximately 25 households attended the open house. Residents who attended were solely <br />48 interested in the Shoreland Ordinance updates. Staff also managed a webpage informing the <br />49 public of the phase II update process, including interactive mapping materials and ways to <br />50 provide feedback. That webpage is still live at www.cityofroseville.com/zoningupdate. Aside <br />51 from interest in the Shoreland Ordinance, the public has not expressed concerns about the other <br />52 proposed amendments related to EV and landscaping (Attachment D). <br />53 December 7, 2022: The Planning Commission held a public hearing regarding the phase II <br />54 Zoning Code amendments. No persons from the public attended or provided testimony. The <br />55 Planning Commission recommended the City Council approve amendments to five areas of <br />56 the Zoning Code, with no further changes, consistent with the Commission’s prior discussions <br />57 and the staff recommendation. <br />58 <br />59 The City’s consultant, HKGi, provided a memo summarizing all the areas proposed for amendment <br />60 (Attachment B). Additionally, they will provide a presentation overviewing the same information <br />61 (Attachment A). Given the Planning Commission conducted numerous meetings/discussions <br />62 throughout 2022, which formed much of the proposed amendment language, staff has included the <br />63 minutes from those meetings should the Council wish to review the content of those discussions <br />64 (Attachment F). <br />65 <br />66 Lastly, unlike the amendments proposed with the phase one updates, which were adopted in November <br />67 of 2021, these updates are not required to align the Zoning Map and Comprehensive Plan. Rather, <br />68 these updates were undertaken based on a desire to achieve more meaningful progress towards <br />69 sustainability goals outlined within the 2040 Comprehensive Plan. Additionally, the desire to update <br />70 the Shoreland Ordinance to comply with the Mn DNR’s current model ordinance was in response to <br />71 resident feedback related to the Victoria Shores plat request located on the northwest side of Lake <br />72 Owasso. Updates to the Shoreland Ordinance must be reveiwed and approved by the Mn DNR, who <br />73 has signaled acceptance of the current draft (Attachment C). Because the DNR has approval authority <br />74 over the Shoreland Ordinance update, the City is somewhat limited in what modifications are allowed. <br />75 <br />76 Staff understands these amendments cover a broad range of code regulations and intends for this <br />77 discussion to be introductory and summarizing. The above legislative summary and attachments <br />78 attempt to provide the necessary background information that led to the amendment language <br />79 recommended by the Planning Commission. Adoption of the amendments would occur at a future <br />80 meeting once the Council has been given the opportunity to provide feedback to staff. <br />Page 2 of 3 <br /> <br />
