ATTACHMENT B <br />MEMORANDUM <br />TO:Roseville Planning Commission <br />FROM:Jeff Millerand Rita Trapp, HKGi <br />DATE:December 1, 2022 <br />SUBJECT:FinalShoreland and Sustainability Related Zoning Code Ordinances& <br />Incentives – Recommendation to City Council and PublicHearing <br />Overview <br />At its December meeting the Planning Commission will hold a public hearing and consider <br />sustainability-related zoning code amendments for recommendation to the CityCouncil. Followingthe <br />public hearing, Staff recommends that the proposed ordinance amendmentsbe recommended to the <br />City Council for adoption. In conjunction with the required public hearing, HKGi will present to the <br />Planning Commission the final versions of the ordinances and incentives. The ordinancesinvolve <br />amendments to the following zoning code chapters: <br />Shoreland Overlay District – removal of Chapter 1017 (Shoreland, Wetland and Storm Water <br />Managementand addition of an updated Shoreland Overlay District section in Chapter 1012 <br />(Overlay Districts); removal of Chapter 1017also involves the relocation of some wetland and <br />storm water management ordinances to the Public Works Code (Title 8 of the City Code)which <br />isoutside of the Zoning Code <br />Electric Vehicle Charging Standards – addition of an Electric Vehicle Charging Standards <br />section in Chapter 1019 (Parking and Loading Areas) <br />Definitions – addition of 11EV definitions in Chapter 1001 (Introduction, Definitions section); <br />three definitions relevant to the new shoreland ordinance will be updated <br />Landscaping Standards – update/addition of tree/native vegetation standards in Chapter <br />1011 (Property Performance Standards, Landscaping section) <br />Sustainability Incentives – addition of a Sustainability Incentives section in Chapter 1011 <br />(Property Performance Standards) <br />Shoreland Overlay District Ordinance <br />Theshorelandzoning code changes are being proposed to bring the City’s regulations, which are <br />decades old, into consistency with the Department of Natural Resources (DNR) model ordinance. <br />Staff, the consultant team and the Planning Commission have been working to revise the shoreland <br />regulations throughout 2022 (see June and September 2022 Planning Commission meetings). The <br />update process has involved tworeview meetings with the Planning Commission as well as multiple <br />meetings with the DNR. The City has received conditional approval from the DNR. Conditional approval <br />means that if the City adopts the amendment as proposed, the DNR will approve the City’s regulations <br />and allow their implementation. <br />1 <br /> <br />
