ATTACHMENT B <br />December 1, 2022 – PC Meeting Memo – Zoning Code Update Project – City of Roseville <br /> <br />th <br />As required by the City Code, an open house was held on November 17 from 12 p.m. to 6 p.m. There <br />were about 25 people who attended the open house. Generally attendees did not express significant <br />concerns about the changes. One property owner did express concern about the impact of the change <br />to the maximum impervious surface limit as he is in the process of a building improvement process and <br />may have to exceed the limit. Staff discussed options with the resident and will continue to work with <br />him as the improvement project is developed. <br />Since the September Planning Commission meeting, Staff has formatted the proposed revisions into <br />the zoning code. As shown in the attached Exhibit A, the shoreland overlay district is proposed to be <br />created as Section 1012.03 in Chapter 1012 (Overlay Districts). <br />Attachment A shows the proposed Shoreland Overlay District Ordinance. <br />Electric Vehicle Charging Ordinance <br />The new electric vehicle (EV) charging ordinance will be located in Chapter 1019 – Parking and <br />Loading Areas. The existing Minimum Parking Requirements (Sec. 1019.04) will be amended to <br />become the Minimum Parking Spaces and Electric Vehicle Charging Requirements, sub-section D. See <br />the proposed ordinance in Attachment B. The new ordinance is based primarily on St. Louis Park’s EV <br />ordinance. Other ordinances researched and used in developing the proposed Roseville EV ordinance <br />include Minneapolis, Richfield, Bloomington, Lakeville, Golden Valley, St. Paul, and Duluth. The <br />proposed ordinance incorporates the Planning Commission’s input at the July and September PC <br />meetings. <br />Definitions <br />To support the new electric vehicle charging ordinance, 11 definitions will be added in the Definitions <br />section of the Zoning Code (Sec. 1001.10). There are also three definitions related to shoreland that <br />are proposed to be updated in Sec. 1001.10. See the definitions in Attachment B. <br />Landscaping Standards <br />The proposed sustainability-related changes to the existing Landscaping and Screening Ordinance will <br />be located in Chapter 1011.03. The three changes include the following: <br />1. The minimum tree requirement for multi-family residential dwellings would change from one <br />canopy or evergreen tree per dwelling unit to “1 canopy tree and 1 evergreen tree per two <br />thousand (2,000) square feet of the site not occupied by buildings.” This standard was <br />confirmed appropriate by the City’s consultant forester. <br />2. Additional plant material standards: <br />a. All plant materials shall be selected based on zone tolerance in accordance with the <br />USDA Plant Hardiness Zone Map. <br />b. No new landscaping shall contain plant materials that are listed on the MN Dept. of <br />Agriculture Noxious Weed List or the MN DNR Invasive Terrestrial Plants List. <br />See Attachment B for where these three changes would be located within the existing Landscaping <br />Ordinance. <br />2 <br /> <br /> <br />
