Regular City Council Meeting <br /> Monday,January 23,2023 <br /> Page 4 <br /> Mayor Roe asked if the interviews would occur in March with the open appoint- <br /> ments and if the Council decided not to reappoint the person based on the interview, <br /> then would the positions need to be opened up. <br /> Councilmember Etten thought all of the positions would be open now for appoint- <br /> ment. The City would declare all of the vacancies. <br /> Councilmember Groff agreed and thought everyone would be interviewing equally <br /> for all of the positions whether they are new or seeking reappointment. <br /> Mr.Trudgeon explained in looking at the policy,he was not sure if it was automatic <br /> or required to do it at the same time as the other candidates. He did not think this <br /> was ever done before. <br /> Mayor Roe thought this happened once before while he was on the City Council. <br /> But he did not think it would have to be in the same time frame as interviews for <br /> everyone else if the Council wanted to consider the reappointment question sepa- <br /> rately from the vacancies. He stated there are two ways this could move forward. <br /> Everyone could be lumped together,declare seven vacancies in addition to the ones <br /> already put in place, everyone interviews in March, or the City could have a sepa- <br /> rate interview process for reappointment and those folks could be reappointed on <br /> an earlier basis, if eligible and interested in doing that. <br /> Councilmember Schroeder indicated she would appreciate the opportunity to inter- <br /> view the people up for reappointment. She did think though, if those Commission- <br /> ers have fulfilled and done a good job and if the Chair agrees, then the Council <br /> should give them the opportunity to be reappointed versus competing with new <br /> people going for the same position. She liked the idea of separating them into a <br /> different group. <br /> Councilmember Etten indicated he was struggling with this because he has not seen <br /> this before. He thought this was a big decision, noting there were several people <br /> up for reappointment who have worked very hard and done their work. He indi- <br /> cated it was a little bit of a surprise for him to be discussing this but he could see <br /> the why. Considering the timeframe,he was not sure how much ahead of the March <br /> dates an interview process could occur. He thought if there was an interest to see <br /> the whole pool against who else is out there in the community that is interested, <br /> then it makes more sense for it to happen at the same time, if this is going to be <br /> done. <br /> Councilmember Strahan explained she could see an advantage to either way. She <br /> was open to whichever way the Council would want to go. She noted she was <br /> suggesting all candidates rather than singling out one or two people,just because <br /> of the situation. She did appreciate that if the Council is really working at trying to <br />
