Regular City Council Meeting <br /> Monday, January 23, 2023 <br /> Page 3 <br /> Mr. Trudgeon explained he would assume so because staff, in good faith, would <br /> not want to allow for the sale and grant a license for sale if there is still a moratorium <br /> on the books. <br /> City Attorney Tierney concurred. <br /> Groff moved, Schroeder seconded, enactment of Ordinance No. 1625 entitled"An <br /> Ordinance Rescinding Ordinance No. 1616 and Lifting the Moratorium on the Sale <br /> of Edibles and Beverages Infused with Tetrahydrocannabinol (THC)." <br /> Roll Call <br /> Ayes: Strahan, Etten, Schroeder, Groff, and Roe. <br /> Nays: None <br /> Etten moved, Schroeder seconded, adoption of Ordinance Summary 1625. <br /> Roll Call (Super Majority Required) <br /> Ayes: Strahan, Etten, Schroeder, Groff, and Roe. <br /> Nays: None <br /> d. Consider Commission Reappointments and Declare Vacancies for 2023. <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the Re- <br /> quest for Council Action and related attachments dated January 23, 2023. <br /> Councilmember Strahan asked Mr. Trudgeon how many openings were there ex- <br /> pected to be over and above the possible reappointments made tonight. <br /> Mr. Trudgeon believed the Planning Commission and Public Works Environment <br /> and Transportation Commissions would have one. <br /> Councilmember Strahan appreciated having all of the information shared with the <br /> Council and thought given COVID and an unusual last couple of years along with <br /> people unable to fulfill their terms, she did know that there were many people seek- <br /> ing these roles. She would like to propose the Council interview all of the candi- <br /> dates so the Council has the opportunity to make committees that work well to- <br /> gether because there have been people removed and constituted in all different <br /> ways. She thought it falls on the Council to create great teams that provide them <br /> great opportunity and great information. Also, neither Councilmember Schroeder <br /> or herself have had the opportunity to interview these candidates in the past, espe- <br /> cially the folks who maybe had a lot of opportunities but have not been able to <br /> attend. She would like to recommend that all of the commissioners up for reap- <br /> pointment be interviewed with the Council. <br /> Councilmember Groff agreed with Councilmember Strahan to have input from the <br /> reappointments. He thought the interviews went fairly quickly last year. <br />
