Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Etten, Schroeder, Groff, Strahan, and Roe. City Manager Patrick Trudgeon and <br /> City Attorney Rachel Tierney were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> City Manager Trudgeon requested removal of Item 7E (Consider Approval of Payoff of <br /> Interfund between PMP and Shopping Center Funds with Use of Excess Cash Reserve <br /> Fund) for future consideration. <br /> Councilmember Strahan requested removal of Item 10E (Approve Issuance of a Short- <br /> Term Rental License for 1901 Ryan Avenue), 10F (Approve Issuance of a Short-Term <br /> Rental License for 395 Woodhill Drive) and 10G (Approve Issuance of a Short-Term <br /> Rental License for 770 Heinel Drive) for separate consideration. <br /> Mayor Roe asked if there was anyone in the audience that wished to have a Consent Agenda <br /> item removed for separate consideration. No one responded. <br /> Strahan moved, Etten seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Etten, Schroeder, Groff, Strahan, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Peter Christ, Lead Pastor at Prince of Peace Lutheran Church, stated he was at the meeting <br /> to introduce himself and to have the Council put a face to his name and the congregation. <br /> He commended the Council for the vision and foresight that the City of Roseville has taken <br /> through its Police Department to provide the City with a homeless liaison. He explained <br /> their church has been experiencing the changing dynamics of this neighborhood and the <br /> needs of the neighbors. He stated that their parking lot has been playing host to the rising <br /> population of the homeless. There are very few nights when there is not someone spending <br /> the night in their parking lot. He indicated the church has been wrestling with how to be <br /> helpful. Carrie's work with the Police Department has been invaluable and she has been a <br /> fantastic resource to the church in this process. He explained that earlier in the year Ms. <br />
