Regular City Council Meeting <br /> Monday,January 30, 2023 <br /> Page 6 <br /> Councilmember Schroeder explained she was looking at what other cities have <br /> done,and found it was interesting. Other cities have done everything from banning <br /> these as well as limiting the area where these could be as well as doing nothing and <br /> letting people do what they want. She wondered if it made sense to consider limit- <br /> ing the number of short-term rentals or limiting the space between rentals that the <br /> City could consider. She thought it could be similar to the license for the THC <br /> products or liquor, limiting the number of licenses allowed in the City. She stated <br /> the City should try to get ahead of this before it might become a bigger issue. Two <br /> things she was thinking is that the amount of time it takes staff to investigate calls <br /> on properties, it is time consuming and hard to verify. The City does not look at <br /> the records of who is renting there and how long so if a neighbor calls the City and <br /> tells them there is a short-term rental next door that is less than seven days, the <br /> owner can tell the City they are not doing that so then staff is stuck trying to make <br /> a call on that. She indicated the City has been getting a lot of feedback from resi- <br /> dents and she knew the affect on neighborhoods is a little subjective but it is im- <br /> portant to hear what the residents are saying and what they want in the City. She <br /> referenced the City's Comprehensive Plan for 2040,noting it states"create housing <br /> that contributes to our existing neighborhoods." She wondered how this contrib- <br /> uted to the existing neighborhoods. <br /> Councilmember Strahan asked City Attorney Tierney if there was anything that <br /> would preclude the City from having some geographic density restrictions. <br /> City Attorney Tierney indicated there is no explicit limitation of regulating the ge- <br /> ography of where these would be. <br /> Councilmember Strahan asked how many short-term rentals the City has currently. <br /> Mr. Trudgeon indicated currently there are four, not including the three tonight. <br /> Councilmember Strahan indicated the City does have a large number of single fam- <br /> ily homes that are rented with long-term residential and that is something to con- <br /> sider as well, noting a lot of people have complained about that. She did not know <br /> if the City had anything in their power to stop them from renting long-term and that <br /> contributes to the degradation of the neighborhood as much as anything else too. <br /> She did have concerns about 1901 Ryan, if it is indeed currently being rented with- <br /> out the short-term rental license. She understood the owners have already pulled a <br /> long-term rental license but until the City verifies that someone is there for a long- <br /> term lease, she felt the City should not allow the owners to have the license if the <br /> owners are already not quite living up to the City's expectations. <br /> Mayor Roe stated the other question he has related to the requirement in the City's <br /> Code that if somebody is found to be doing short-term rental, the applicant cannot <br /> then get a short-term license without waiting something like 60 or 90 days. But he <br /> was not sure how the City can verify that the owner has been doing short-term rental <br />
