<br />VILLAGE COUNCIL OF ROSEVlIJE <br />Regular meeting Tuesday Evaning May 10, 1955 8 p.m. <br /> <br />The Village Council met on the above date with the following members <br />present: Carlson, Salverda, Olson, Hammersten and Wi'Jll1US. B. H. <br />Loftsgaarden, Attorney, ]!'ra..nk l€inen, 'rreasurer and Don CaXley, Engineer, <br />were also p~esent. <br /> <br />Carlson moved, seconded by Willmus that the minutes of the previous <br />nIeeting be approved according to copies mailed the members of the Council, <br />with the following correction: tlr. Sheppard, 6ity of St. Paul Engineer. <br /> <br />The Clerk read the petition of Bf the Rosetown American l€gion Post and <br />Victor Gangl for the rezoning of property on Co. Rd. C just west of Dale St. <br />on the South side of the road, and the report of the Planning Corml'ission. <br />Mr. Chalupsky, Attorney for the Post %&presented the reasons for the <br />rezoning. fir. Jas. Prodger, 1655 Fernwood, Post COrrIDlander told of the <br />st~t of the Post and its growth to over one hundred members. The present <br />meeting place is not adequate and facilities limited and they do not get <br />the attendance at the meetings that they should have. Their program needs <br />to be expanded so they have looked for a site for a long tline and found <br />the Gangl property. <br /> <br />tir. Baber explained the layout of the grounds and buildings and parking <br />anea. The playgrounds would be away from the neighbors and he felt the <br />program planned would be an asset to the Community. <br /> <br />l'lr. Louis Woehrle, another member of the Post, told of going over the <br />property "nth the Engineer and the drainage did not present a problem, and <br />wo~ld be taken care of satisfactorily. ~IT. Erickson read the story in the <br />Rose Tribune pertaining to the project. <br /> <br />Mr. Mike Schwartz, Athletic Director, spoke about starting an athletic <br />program two years ago "Tithout anything. They have started a baseball <br />program, hockey, basketball. They have had trouble getting a place to play. <br />fhe fœelds that were availab~had been spoken for, or the field was full <br />of rocks. He felt this was an ideal location for them. <br /> <br />Nr. Ready, 1-16 W. Co. Rd. C expressed appreciatioh to his friends who <br />have worked hard on the project and he wanted some questions answered. The <br />program takes a lot of money. How would a large progr8Jrl like this be <br />financed? He wondered if a Carnival would be held all summer long like <br />one Legion Post he knew of had done in ano~Ler State. <br />H1'8. Ready wanted to Imow what arrangements would be made to take care of <br />all the paper, wr~ppings and picnic plates. <br /> <br />Stephen Behr of 645 Transit Ave. wanted to know wher~~~rainage ditch <br />wes that would take care of the water that now stands on thé groperty. <br />He stated that he and neighbors had spent $1400.00 digging the ditch and <br />by rezoning this property he clained the water would run onto his land. <br /> <br />Hr. Tiller, the Post Finance officer, read a report about financing the <br />activities of the Post and their objective was a Memorial Park-Playgrounds <br />and a recreation field. They just finished the 7th Annual Sportsman Show <br />which raised 1700.00.
