<br />208 14.NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
<br />209(NPDES): The national program for issuing, modifying, revoking, and
<br />210 reissuing, terminating, monitoring, and enforcing permits, and imposingand
<br />211 enforcing pretreatment requirements under sections 307, 318, 402, and 405
<br />212 of the Clean Water Act, United States Code, title 33, sections 1317, 1328,
<br />213 1342, and1345.
<br />214 15.PERSON: Any individual, firm, corporation, partnership,franchise,
<br />215 association or governmental entity.
<br />216 16.PERVIOUS SURFACE: Pervious areas permit water to enter the groundby
<br />217 virtue of their porous nature or by large voids in the material. Commonly
<br />218 pervious areas have vegetation growing onthem.
<br />219 17.POLLUTANT: Any substance which, when discharged has potential to or
<br />220 does any of thefollowing:
<br />221 a.Interferes with state designated wateruses;
<br />222 b.Obstructs or causes damage to waters of thestate;
<br />223 c.Changes water color, odor, or usability as a drinking water sourcethrough
<br />224 causes not attributable to natural stream processes affecting surface water
<br />225 or subsurface processes affectinggroundwater;
<br />226 d.Adds an unnatural surface film on thewater;
<br />227 e.Adversely changes other chemical, biological, thermal, orphysical
<br />228 condition, in any surface water or streamchannel;
<br />229 f.Degrades the quality of groundwater;or
<br />230 g.Harms human life, aquatic life, or terrestrial plant and wildlife; A
<br />231 Pollutant includes but is not limited to dredged soil, solid waste,
<br />232 incinerator residue, garbage, wastewater sludge, chemical waste,
<br />233 biological materials, radioactive materials, rock, sand, dust,industrial
<br />234 waste, sediment, nutrients, toxic substance, pesticide, herbicide, trace
<br />235 metal, automotive fluid, petroleum-based substance, wastewater,and
<br />236 oxygen-demanding material.
<br />237 18.POLLUTE: To discharge pollutants into waters of thestate.
<br />238 19.POLLUTION: The direct or indirect distribution of pollutants into watersof
<br />239 the state.
<br />240 20.PREMISES: Any building, lot, parcel of land, or portion of land whether
<br />241 improved or unimproved including adjacent sidewalks and parkingstrips
<br />242 21.SANITARY SEWER: a pipe, conduit, or sewer owned, operated, and
<br />243 maintained by the City and which is designated by the Public Works
<br />244 Director as one dedicated to the exclusive purpose of carryingsanitary
<br />245 wastewater to the exclusion of othermatter
<br />246 22.STATE DESIGNATED WATER USES: Uses specified in statewater
<br />247 qualitystandards.
<br />248 23.STORM DRAINAGE SYSTEM: Publicly-owned facilities by which storm
<br />249 waterstormwateris collected and/or conveyed, including but not limited to
<br />250 any roads with drainage systems, municipal streets, gutters, curbs, inlets,
<br />251 piped storm drains, pumping facilities, retention and detention basins,
<br />252 natural and human-made or altered drainage channels, reservoirs, and other
<br />253 drainage structures.
<br />254 24.STORM WATERSTORMWATER: Any surface flow, runoff, or drainage
<br />255 consisting entirely of water from anyform of natural precipitation and
<br />256 resulting from such precipitation.
<br />257 25.SURFACE WATERS means all waters of the state other than groundwaters,
