<br />261 26.STORM WATERSTORMWATERPOLLUTION PREVENTION PLAN
<br />262(SWPPP): A document which describes the Best Management Practices
<br />263 and activities to be implemented by a person or business to identify
<br />264 sources of pollution or contamination at a site and the actions to eliminate
<br />265 or reduce pollutant discharges to Storm waterStormwater,Storm
<br />266 waterStormwaterConveyance Systems, and/or Receiving Waters to the
<br />267 Maximum ExtentPracticable.
<br />268 27.VEHICLE: Any "motor vehicle" as defined in Minnesota Statutes.Also
<br />269 includes watercraft, trailers andbicycles.
<br />270 28.WATERCOURSE: A natural channel for water; also, a canal for the
<br />271 conveyance of water, a running stream of water having a bed and banks;the
<br />272 easement one may have in the flowing of such a stream in its accustomed
<br />273 course. A water course may be drysometimes.
<br />274 29.WATERS OF THE STATE: All streams, lakes, ponds, marshes,
<br />275 watercourses, waterways, wells, springs, reservoirs, aquifers, irrigation
<br />276 systems, drainage systems and all other bodies or accumulations ofwater,
<br />277 surface or underground, natural or artificial, public or private, which are
<br />278 contained within, flow through, or border upon the state or any portion
<br />279 thereof.
<br />280 30.WASTEWATER: Any water or other liquid, other than uncontaminated
<br />281 stormwaterstormwater, discharged from a facility or the by-product of
<br />282 washing equipment orvehicles
<br />283 C.Applicability: This ordinance shall apply to all water entering the storm drain
<br />284 system generated on any developed and undeveloped lands unless explicitly
<br />285 exempted by the CityCouncil.
<br />286 D.Administration: The Public Works Director is the principal City official
<br />287 responsible for the administration, implementation, and enforcement of the
<br />288 provisions of this ordinance. The Director may delegate any or all of theduties
<br />289 hereunder
<br />290 E.Exemptions: No person shall cause any illicit discharge to enter the stormsewer
<br />291 system or any surface water unless suchdischarge:
<br />292 1.Consists of non-storm waterstormwaterthat is authorized by an NPDES
<br />293 point source permit obtained from the MPCA;
<br />294 2.Is associated with fire fighting activities or other activities necessaryto
<br />295 protect public health andsafety;
<br />296 3.Is one of the following exempt discharges: water line flushing or other
<br />297 potable water sources, landscape irrigation or lawn watering, divertedstream
<br />298 flows, rising groundwater, groundwater infiltration to storm drains,
<br />299 uncontaminated pumped groundwater, foundation or footing drains (not
<br />300 including active groundwater dewatering systems), crawl space pumps, air
<br />301 conditioning condensation, springs, non-commercial washing of vehicles,
<br />302 natural riparian habitat or wetland flows, dechlorinated swimming pools and
<br />303 any other water source not containingpollutants;
<br />304 4.Consists of dye testing discharge, as long as the Public Works Directoris
<br />305 provided a verbal notification prior to the time of thetest.
<br />306 F.Illegal Disposal andDumping
<br />307 1.No person shall throw, deposit, place, leave, maintain, or keep anysubstance
<br />308 upon any street, alley, sidewalk, storm drain, inlet, catch basin, or other
<br />309 drainage structure, business place, or upon any public or private land, so that
<br />310 the same might be or become a pollutant, unless the substance is in
<br />
