RCA Attachment B <br />39 site or regional stormwaterponding/retention facility designed to <br />40 accommodate the increased runoff prior to discharge from the site into <br />41 public waters or wetlands. <br />42 2.Review by City Engineer: All proposed stormwaterfacilities shall be <br />43 reviewed by the Ccity Eengineer and certified for compliance with the <br />44 city's comprehensive surface water management plan, National Urban <br />45 Runoff Program (NURP) standards, the Minnesota Pollution Control <br />46 Agency's (MPCA) Urban Best Management Practices, and any <br />47 established standards of the water management organization having <br />48 jurisdiction in the project area. <br />49 3.Commercial, Industrial, and Residential Development Affectation: All <br />50 commercial and industrial developments and redevelopments affecting <br />51 more than five acres of land and all residential developments affecting <br />52 more than five 5 acres of land shall: <br />53 i.Be served by stormwaterponding facilities, on-or off-site, <br />54 designed to remove a minimum of 90% of total suspended <br />55 solids resulting from the runoff from a one inch rainfall event, <br />56 and <br />57 ii.Within the development, provide for settling chambers, sumps, <br />58 dry ponds or other devices to provide for the filtering or settling <br />59 of fine sands prior to discharge into the city's stormwater <br />60 system.\[RJ7\]\[RJ8\] <br />61 F.Private StormwaterFacilities: All private stormwaterfacilities shall be <br />62 maintained in proper condition consistent with the performance standards for <br />63 which they were originally designed. All settled materials from ponds, sumps, <br />64 grit chambers, and other devices, including settled solids, shall be removed and <br />65 properly disposed of on a five year interval. One to five year waivers from this <br />66 requirement may be granted by the cCity Eengineer when the owner presents <br />67 evidence that the facility has additional capacity to remove settled solids in <br />68 accordance with the original design capacity. <br />69 G.Inventory of Private StormwaterFacilities: Upon adoption of this chapter, the <br />70 Ccity Eengineer shall inventory and maintain a database for all private <br />71 stormwaterfacilities requiring maintenance to assure compliance with this <br />72 section. <br />73 <br />74 <br />75 803.05 803.06: STORMWATER BEST MANAGEMENT <br />76 PRACTICE (BMP)MAINTENANCE: <br />77 A.Maintenance of Stormwater BMPs. The City requires that stormwater BMPs <br />78 be maintained. <br />79 1.Private Stormwater BMPs -Allprivate stormwater BMPs shall be <br />80 maintained by the property owner so that the BMPs are in proper condition <br />81 consistent with the performance standards for which they were originally <br />82 designed. <br />83 a.Ponds, Stormwater Wetlands, Underground Storage, and other BMPs <br />84 that settlepollutants <br />85 i.Removal of settled materials -All settled materials from ponds, and <br />86 other BMPs, including settled solids, shall be removed and properly <br />3 <br /> <br />
