<br />36 for sustainable development practices. <br />37 October 5, 2022: The Planning Commission reviewed the latest draft of the sustainability <br />38 incentives worksheet and provided feedback to staff. The Planning Commission also reviewed <br />39 a spreadsheet regarding the impact of the incentives offered via the worksheet (Attachment E). <br />40 November 2, 2022: The Planning Commission reviewed the latest revisions to the <br />41 sustainability incentives worksheet based on feedback obtained during the October meeting. <br />42 Feedback included confirmation on a limit to the number of incentives a single project could <br />43 obtain and that a greater number of points should be provided for incorporating bird-safe <br />44 windows into a project. <br />45 November 17, 2022: An open house regarding the phase II amendments was held at the City <br />46 Hall Council Chambers from noon – 6pm. Based on those who signed the sign-in sheet, <br />47 approximately 25 households attended the open house. Residents who attended were solely <br />48 interested in the Shoreland Ordinance updates. Staff also managed a webpage informing the <br />49 public of the phase II update process, including interactive mapping materials and ways to <br />50 provide feedback. That webpage is still live at www.cityofroseville.com/zoningupdate. Aside <br />51 from interest in the Shoreland Ordinance, the public has not expressed concerns about the other <br />52 proposed amendments related to EV and landscaping (Attachment D). <br />53 December 7, 2022: The Planning Commission held a public hearing regarding the phase II <br />54 Zoning Code amendments. No persons from the public attended or provided testimony. The <br />55 Planning Commission recommended the City Council approve amendments to five areas of <br />56 the Zoning Code, with no further changes, consistent with the Commission’s prior discussions <br />57 and the staff recommendation. <br />58 January 30, 2023: The City Council discussed the proposed amendments and provided <br />59 comments and direction to City staff. Staff indicated the Council feedback would be <br />60 incorporated and scheduled for consideration at a future City Council meeting. It was also <br />61 decided the revisions to Title 8, pertaining to stormwater and wetland regulations, would be <br />62 scheduled for the same discussion given this language is being proposed to move from the <br />63 shoreland rules to the Public Works chapter of the City Code. <br />64 <br />65 At the January 30, 2023 City Council discussion(minutes provided asAttachment D), Council <br />66 provided the following feedback and direction to staff, all of which have been incorporated into the <br />67 Ordinances provided as Attachments A and B: <br />68 Shoreland Overlay District (repeal of Chapter 1017 & replace into Chapter 1012): <br />69 o Variances – clarify that the greater of 20 feet or 20% of the continguous shoreline in <br />70 the minimum <br />71 o Relocation of wetland and stormwater requriements to Title 8 – the ordinance provided <br />72 in Attachment B includes the regulations that were moved from the Shoreland Overlay <br />73 to Title 8. A summary of the amendments are outlined below: <br />74 Proposed Chapter 803.05: Stormwater Management Overlay District - Land <br />75 within 100 feet of a stormwater pond, or wetland, or land below the 100-year <br />76 flood elevation. Language was also updated to be consistent with current <br />77 stormwater standards that the City and local watershed districts use for <br />78 stormwater quality, rate, and volume. <br />79 Proposed Chapter 803.06: Stormwater Best Management Practice (BMP) <br />80 Maintenance is being moved from Chapter 803.05 to 803.06 to keep it at the <br />81 end of Chapter.
