16 P OLICY O BJECTIVE <br />17 The Roseville Police Department seeks Council approval to issue and administer the presumptive <br />18 penalty pursuant to City Code Section 306.09, for tobacco license holders for the secondviolation <br />19 within thirty-six (36) months. The mandatory minimum penalty shall be a twothousand dollar <br />20 ($2,000.00) fine and a three (3) day suspension. <br />21 B UDGET I MPLICATIONS <br />22 Pursuant to City Code Section 306.09, the financial impact shall be a mandatory penalty of a two <br />23 thousand dollar ($2,000.00) fine and a three (3) day suspension issued to the license holder for the <br />24 second violation within thirty-six (36) months. <br />25 R ACIAL E QUITY I MPACT S UMMARY <br />26 Upon review of any potential racial equity impacts, staff notes that this hearing pertains to a business <br />27 with multiple locations. The compliance checks, subsequent fines, and suspensions are uniform and <br />28 written into city code.
