Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 11 <br /> Ms. Chew explained she has a property in Roseville that her in-laws are at most of <br /> the time. While their parents are traveling,they are looking to have the opportunity <br /> to do something with the home, so it does not sit vacant for months on end. Speak- <br /> ing to there being a ban,this can be very disruptive when it comes to making plans <br /> and not knowing what the City is going to do. She knew the Council was trying to <br /> do what is right for everyone. She stated it would be appreciated if there was a way <br /> for the Council to continue to consider an update and revise it without putting a ban <br /> in place. She wondered if a ban was necessary because it is leaving people in limbo <br /> for an indeterminate amount of time. <br /> Mayor Roe thought the Council could consider whether or not to include renewals <br /> as part of what is being discussed. He thought the question of whether the City <br /> needs to do this to review the program was a legitimate question that the Council <br /> can discuss and figure out as well. <br /> No one else wished to address the City Council.Mayor Roe closed public comment <br /> and opened Council discussion. <br /> Councilmember Etten indicated he would like to hear from staff because what he <br /> tried to move forward was a halt to new short-term rental licenses and the proposal <br /> that came back was new and renewals and taking the Code out. He did not under- <br /> stand how it got to that point and what leeway the Council would have to do what <br /> Mayor Roe suggested to not affect the renewals but only halt the new licenses. <br /> Ms. Gundlach explained the first draft of the Ordinance that the City Attorney <br /> drafted did not include a ban on renewals but based on the line of questions staff <br /> received from Council, both during the discussion at the January 30th meeting and <br /> numerous emails and phone calls after the meeting, the she and City Manager dis- <br /> cussed including renewals because they knew it would take some time to work <br /> through those issues and so the City Attorney redrafted the Ordinance to include <br /> renewals. If the Council does not want to include renewals, she believed the City <br /> Attorney was prepared with the previous draft of the Ordinance where renewals <br /> would be allowed. She noted that right now, none of the licenses have had issues. <br /> She understood that some of the public talked about issues that were not reported <br /> but the way the Ordinance works is that the issues have to be reported before it gets <br /> logged as a potential violation. Two violations are allowed within 180 days before <br /> the license can be suspended or revoked. That research is done by staff before the <br /> license is brought before the City Council for approve initially or to renew. <br /> Councilmember Schroeder indicated when it comes to the complaining, and in part <br /> why the Council wants to look at it, people don't know where or who to complain <br /> to because it is not spelled out for the neighbors. She thought that was part of the <br /> problem. She recalled that when Councilmember Etten made his motion it was just <br /> for new licenses and not for the renewals. She thought the City had to consider that <br />
