This does not mean that this cannot be <br /> banned but for what the Council discussed, it was for new licenses because they <br /> talked about distances and numbers. She felt there was confusion around this entire <br /> issue,noting the Council did not want to create more and to get ahead of this. She <br /> was in support of having the ban on new rental licenses but not for renewals because <br /> that puts a burden on people for the rules that the City had in place and the owners <br /> are following. She did not support denying a renewal while the Council and staff <br /> are looking at this issue. <br /> Mr. Trudgeon explained staff included a ban on renewals in the Ordinance because <br /> staff did not know how long it would be taking and the Council just heard testimony <br /> about one area in town having multiple short-term rentals on one block. If the City <br /> starts talking about distance requirements the City does not want to be in the posi- <br /> tion where some licenses are automatically renewed until that conversation has <br /> been made. While he thought it was highly likely the City can get the conversation <br /> done and something approved before the next one is up, staff just does not know <br /> how long that is going to take and does not want to set the City up by automatically <br /> renewing and then having conflicting Ordinances. He noted the sooner the Council <br /> and staff can get to this and sort it out, then it is less of an issue. <br /> Councilmember Schroeder indicated she was curious about the process of looking <br /> at this. She wondered if the City is looking at updating this,how it would get done. <br /> She asked if staff would try to get people from both sides involved in a focus group <br /> to look at this or what would the process be. <br /> Mr. Trudgeon explained this could be whatever shape the Council would like it to <br /> be. What staff has done in the past is listen to Council input, research what other <br /> cities do,and bring it back for a conversation as well as allowing for public dialogue <br /> at the meetings. To date, he has not heard about setting up a special task force but <br /> that could be considered and at Council's discretion but would probably be a longer <br /> process. <br /> Mayor Roe thought an example would be the city's single-family rental registration <br /> program that was put in place in the 2005-2006 timeframe. He believed there was <br /> a group that consisted of both owners and neighbors and Planning Commission <br /> members,and that it was a three to six month period of time. That process involved <br /> a conversation that was guided by a consultant. <br /> Councilmember Groff indicated he did not support having the current licensees be- <br /> ing penalized, which did not make sense to him so he would like to have that with- <br /> drawn. He explained the Council passed an Ordinance in good faith two years ago <br /> and these people have acted in good faith as well. He did not think that made sense. <br /> He agreed that it may take some time, but he also thought at times government <br />
