Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 16 <br /> Roll Call <br /> Ayes: Groff, Etten, Schroeder, and Roe. <br /> Nays: Strahan <br /> Etten moved, Schroeder seconded, adoption of Summary Ordinance No. 1627 en- <br /> titled " An Ordinance Approving Publication of an Ordinance Summary of the <br /> Amendment to Title 9, Section 909 of the Roseville City Code in order to stop <br /> issuance of new Short-Term Rental Licenses removing"for renewal" on line 26." <br /> Roll Call (Super Majority Required) <br /> Ayes: Groff, Etten, Schroeder, and Roe. <br /> Nays: None <br /> Abstain: Strahan <br /> Councilmember Etten explained the list the Mayor provided earlier in the discus- <br /> sion brings up a lot of the things the Council needs to think through. He agreed <br /> with what Councilmember Strahan brought up, that there was a significant amount <br /> of input in the last 12-18 months. But,things that are beyond the minimum stay that <br /> is published include looking at a notification process for neighbors as well as look- <br /> ing at the owner occupied registration process. He was curious to hear from staff <br /> about how these can be tracked in the City. <br /> Councilmember Groff indicated he would like to have some discussion about the <br /> advertising aspect of these rentals and ways to monitor them. <br /> Councilmember Schroeder thought the City needed some definitions regarding <br /> what a seven day stay is defined as. She also thought there needed to be a better <br /> way for people to notify the City of violations. <br /> Mayor Roe wondered if the Council would like to look at having some sort of a <br /> working group comprised of interested parties and how formalized the City wants <br /> to make that. <br /> Councilmember Etten did not think the City was at the point of having a regular <br /> meeting group over a period of time. He thought there could be a public open house <br /> to give people the opportunity to do provide feedback from different sides. <br /> Councilmember Strahan saw this as an update to the existing Ordinance and did not <br /> see this as a brand-new thing that needs to be started over. She agreed there has <br /> been a lot of input over a period of time,and she did not see this as a standing group. <br /> Councilmember Schroeder stated that staff could reach out to the people who <br /> emailed the city on both sides of the issue and ask their input.
