Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 15 <br /> stated with the number of questions raised, she would like to move forward with <br /> having some type of moratorium on things as the Council work through this. <br /> Etten moved, Groff seconded, enactment of Ordinance No. 1626 for Title 9, Chap- <br /> ter 909 that does not allow new but does allow for renewal of current licenses. <br /> Council Discussion <br /> Councilmember Etten stated this has been discussed a lot but until tonight,not hav- <br /> ing any feedback of concerns from the current licensees is an important piece for <br /> him. Also, an understanding of how the process works for short-term rentals, two- <br /> eight month ahead of time bookings,and the penalties for these folks. He noted the <br /> City is putting them in a rough financial situation if the City were to do a full rev- <br /> ocation of this. He thought this ordinances balanced some of what the City needs <br /> to do, and while he agreed that the Council needs to move quickly, he noted the <br /> Council is not famous for doing that. He wanted to make sure the City is not pe- <br /> nalizing people while doing that and that it does not add to any problem they may <br /> or may not have, but hold them in their current frame. He thought this was good <br /> middle ground that allows things to move forward with any changes the Council <br /> may want without making an unnecessary complete ban. He also suggested the fol- <br /> lowing to consider--while operating under the City's scheme,to not publish rentals <br /> below City Code. <br /> Mayor Roe thought these might be things to discuss as part of a subsequent discus- <br /> sion because the Council is currently looking at a motion already on the table spe- <br /> cific to the matter of stopping issuance of new short term rental licenses. <br /> Councilmember Etten indicated he would hold off on his suggestions. <br /> Councilmember Groff echoed Councilmember Etten's comments and felt it was a <br /> matter fairness, noting people have been running good Airbnbs in the city. This is <br /> not something detrimental to the city, it is something positive for the city, and if <br /> run correctly it is a good thing. He thought they are actually looking for problems <br /> here, noting while there are a few people that have complained about things, there <br /> are seven rentals and not a long list of complaints. He thought this made sense. <br /> Councilmember Schroeder felt this was a good motion because people have their <br /> license and are doing this within the law, so not being able to give them an exact <br /> date of when the City will have this done puts an undue burden on them. For this <br /> reason, she would support this ordinance, noting that does not mean that someday <br /> these could still be banned. <br /> Mayor Roe indicated he had become convinced that it made sense to have some- <br /> thing in place rather than try to change the regulations while new applications come <br /> in. He indicated he will be supporting the motion. <br />
