Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 9 <br /> Mayor Roe thought the longest timeframe not to impact existing license holders <br /> would be approximately four months. <br /> Councilmember Schroeder wondered, in relationship to this, if the City could re- <br /> quire short-term rentals to keep track of who is renting, for how long, and have that <br /> available for City staff to look at to help with compliance issues. <br /> Ms. Gundlach believed the answer to that question is that the City can certainly <br /> require it but if the rental owner does not show it to staff, the City cannot compel <br /> the owner to show it unless there is a court order. <br /> City Attorney Tierney advised that was correct. She explained the fourth amend- <br /> ment applies and if the City has a reason to need that information and it is not given <br /> voluntarily, the City would be held to the standard necessary to perform a search. <br /> Mayor Roe thought it would be appropriate this evening,if the Council is prepared, <br /> to provide initial guidance to staff to start the process. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment. <br /> Mr.Luke Hemken,3007 Arona Street <br /> Mr. Hemken explained that he and his wife are short-term rental hosts and love <br /> hosting guests in Roseville. They also have a short-term rental in another city and <br /> are open to have traveling guests in their home in an owner-occupied situation. He <br /> reviewed his background with the City Council. He indicated from his perspective, <br /> after hearing what was discussed at the Council level last time, and watching City <br /> Council meetings,he was all in favor of the Council taking the time needed to hear <br /> neighbors' concerns and thinking through all of the logistics of how to do this well. <br /> He would love to be a resource to share his opinion as an advocate for hosts. He <br /> stated if he was to make only one potential change or amendment to what is pro- <br /> posed today, it is the not renewing the licenses that are coming up. He agreed with <br /> what Councilmember Groff stated earlier. <br /> Ms. Michelle Mulvehill, 1885 Shady Beach Avenue <br /> Ms. Mulville indicated she was the first person to apply for a short-term rental li- <br /> cense in the City but was not the first VRBO or Airbnb in the City. She explained <br /> she works in the music industry and VRBO and Airbnb enabled her to not lose her <br /> house during COVID because the concert business was the first thing to close and <br /> the last thing to reopen and she truly would have lost her house had this opportunity <br /> not come up. She did not think any of her neighbors would complain and has almost <br /> exclusively families and mostly grandparents or people coming to rent because their <br /> parents are in senior housing to spend the holidays with. She indicated all of her <br /> renters are very respectful and that is not often the case with long-term rentals, <br />
