Regular City Council Meeting <br /> Monday, February 13, 2023 <br /> Page 8 <br /> Community Development Director Janice Gundlach briefly highlighted this item <br /> as detailed in the Request for Council Action and related attachments dated Febru- <br /> ary 13, 2023. <br /> Mayor Roe indicated the soonest expiration date of a current license that would not <br /> be eligible for renewal under this would be June 22, 2023 and then mid-July and <br /> mid-September time frame. <br /> Councilmember Strahan confirmed that this does not rescind or change any current <br /> licenses. It could only impact renewal of the licenses that are out there or origina- <br /> tion of any new license applications. <br /> Ms. Gundlach indicated that was correct. <br /> Councilmember Strahan explained this does not bring into consideration any <br /> owner-occupied rentals as well. <br /> Ms. Gundlach indicated that was correct because the current Ordinances exempt <br /> owner-occupied rentals, whether short-term or long-term. <br /> Councilmember Strahan asked if the Council could bring owner occupied rentals <br /> into consideration as this is reviewed. <br /> Ms. Gundlach explained that is possible but clarified that the Ordinance the Council <br /> is being asked to adopt tonight only relates to the short-term rental licensing pro- <br /> gram. If the Council wanted to make changes to the owner-occupancy exemption <br /> under regular rental licensing, that is not affected by this ban but the Council could <br /> still change the regulations on those but is not included in the temporary ban. <br /> Councilmember Groff asked what a realistic timeline was of getting this resolved. <br /> Ms. Gundlach indicated she did not know the answer to that question because she <br /> did not know what direction staff has in order to pursue changes to regulations. A <br /> lot of ideas have been thrown around and she thought conversations needed to be <br /> done about what the City is able to enforce and what the City is not able to enforce. <br /> This can be brought back for some direction fairly quickly and then depending on <br /> what that direction is, that will determine on how much time it will take to prepare <br /> amendments for future consideration. <br /> Councilmember Groff asked out of fairness to the people who have licenses coming <br /> up for renewal, he thought it is something to be considered because those people <br /> have acted in good faith with their licenses and been compliant with the City ordi- <br /> nance so for this to get thrown on them is not fair in his opinion. <br />
