which include ponds, lakes, rivers, streams, wetlands, ditches, , and public 258

<br />dispose of sanitary sewage. 260
<br />26. STORM WATERSTORMWATER POLLUTION PREVENTION PLAN 261
<br />(SWPPP): A document which describes the Best Management Practices 262
<br />and activities to be implemented by a person or business to identify 263
<br />sources of pollution or contamination at a site and the actions to eliminate 264
<br />or reduce pollutant discharges to Storm waterStormwater, Storm 265
<br />waterStormwater Conveyance Systems, and/or Receiving Waters to the 266
<br />Maximum Extent Practicable. 267
<br />27. VEHICLE: Any "motor vehicle" as defined in Minnesota Statutes. Also 268
<br />includes watercraft, trailers and bicycles. 269
<br />28. WATERCOURSE: A natural channel for water; also, a canal for the 270
<br />conveyance of water, a running stream of water having a bed and banks; the 271
<br />easement one may have in the flowing of such a stream in its accustomed 272
<br />course. A water course may be dry sometimes. 273
<br />29. WATERS OF THE STATE: All streams, lakes, ponds, marshes, 274
<br />watercourses, waterways, wells, springs, reservoirs, aquifers, irrigation 275
<br />systems, drainage systems and all other bodies or accumulations of water, 276
<br />surface or underground, natural or artificial, public or private, which are 277
<br />contained within, flow through, or border upon the state or any portion 278
<br />thereof. 279
<br />30. WASTEWATER: Any water or other liquid, other than uncontaminated 280
<br />storm waterstormwater, discharged from a facility or the by-product of 281
<br />washing equipment or vehicles 282
<br />C. Applicability: This ordinance shall apply to all water entering the storm drain 283
<br />system generated on any developed and undeveloped lands unless explicitly 284
<br />exempted by the City Council. 285
<br />D. Administration: The Public Works Director is the principal City official 286
<br />responsible for the administration, implementation, and enforcement of the 287
<br />provisions of this ordinance. The Director may delegate any or all of the duties 288
<br />hereunder 289
<br />E. Exemptions: No person shall cause any illicit discharge to enter the storm sewer 290
<br />system or any surface water unless such discharge: 291
<br />1. Consists of non-storm waterstormwater that is authorized by an NPDES 292
<br />point source permit obtained from the MPCA; 293
<br />2. Is associated with fire fighting activities or other activities necessary to 294
<br />protect public health and safety; 295
<br />3. Is one of the following exempt discharges: water line flushing or other 296
<br />potable water sources, landscape irrigation or lawn watering, diverted stream 297
<br />flows, rising groundwater, groundwater infiltration to storm drains, 298
<br />uncontaminated pumped groundwater, foundation or footing drains (not 299
<br />including active groundwater dewatering systems), crawl space pumps, air 300
<br />conditioning condensation, springs, non-commercial washing of vehicles, 301
<br />natural riparian habitat or wetland flows, dechlorinated swimming pools and 302
<br />any other water source not containing pollutants; 303
<br />4. Consists of dye testing discharge, as long as the Public Works Director is 304
<br />provided a verbal notification prior to the time of the test. 305
<br />F. Illegal Disposal and Dumping 306
<br />1. No person shall throw, deposit, place, leave, maintain, or keep any substance 307
<br />upon any street, alley, sidewalk, storm drain, inlet, catch basin, or other 308
<br />drainage structure, business place, or upon any public or private land, so that 309
<br />the same might be or become a pollutant, unless the substance is in 310
